Dipole-dipole interactions come into play when partial charges of different dipoles interact with each other. Higher the polarity between molecules more will be dipole-dipole interactions between them and vice-versa. Viscosity is characteristic property of liquid particles that allows resistance to their flow. In other words, it represents opposition to flow of liquids.
