Interpretation:

Among ${\text{PH}}_{\text{3}}$, $\text{HBr}$, ${\text{C}}_{\text{2}}{\text{H}}_{\text{4}}$ and ${\text{HNO}}_2$, molecules that are likely to form hydrogen bonds have to be determined.

Concept Introduction:

Hydrogen bonds are fomed when hydrogen atoms are connected to highly electronegative elements like $\text{N}$, $\text{O}$ and $\text{F}$. It is the strongest intermolecular interaction.
