The bulb barely glows because of high internal resistance of the battery.:

The ohm’s law is given as

      $I=\frac{V}{R}$

Here,

      $I$ is the current

      $R$ is the resistance

Since, the voltage of the battery is 1.5 V when you check in the digital voltmeter, and still the bulb is barely glowing, the reason behind this is the high internal resistance of the battery. It reduces the current, as current is inversely proportional to the resistance, and bulb barely glows.
