Solution:

1. In arrangement (a)battery provides greater voltage across the bulbs and bulbs glow brighter.
2. In arrangement (b)battery provides less voltage across the bulbs which enables the bulbs to glow for a longer duration.

In figure (a)the batteries are connected in series connection; therefore, the voltage across the bulb is the sum of voltage of individual battery, and allows the bulb to glow brighter.

In figure (b)the batteries are connected in parallel connection; therefore, the voltage across the bulb is equal to the voltage of individual battery, and allows the bulb to glow for a longer duration as the voltage across the bulb is low compared to the first.
