Background radiation are the radiation which is emitted by the both natural and artificial sources. Example are cosmic rays, manmade x-rays, building materials like rocks, trace material, etc. Therefore, in any house or at any location, it can be blocked by sealing cracks holes in basement and walls.
Sealing the basement in addition to increase ventilation in house, reduce smoking in house can prevent background radiation effects.
