Yes it is ethical.
Explanation of Solution
Since the potential worth of the vaccine has been demonstrated in animals, it would be ethical to give some subjects a placebo in order to better test the effects of the vaccine. A placebo is not necessarily unethical because the psychological effect of the placebo may induce a positive physical effect.
