Abstract
The Political Stream is made up of many different aspects public mood, pressure group campaigns, election results, ideological distributions in Congress, and changes of administration. These developments impact the agendas and what issues become more or less of a priority. In the political stream, there are usually a change which is caused by the shifts of important participants in the system. The changes have an impacts on policy agendas and the outcome. The antigovernment mood is the changes in the national public. The national mood plays a vital role it can create the fertile ground for a policy's promotion or, on the other hand, it can slow a policy down.

Ideas are very rarely traced to the creative thought process of a single individual or group. The President and Congress members can offer items for the agenda also, the White House staff, executive branch career personnel, congressional staff, the media, lobbyists, organizations, and the public, can supply other agenda items to be reviewed. The agenda is a list problem that are being paid attention by governmental officials ( Jansson, 2014). Policy entrepreneurs are people who advocate for proposals. Individuals invest their resource and time, in hope of changing the future. The purpose of this paper is intended to summarize my views on what has influenced my understanding of politics and government prior to taking this class, and how my understanding is now since completing this course.
It is a known fact that a substantial policy difference between the candidates in a particular race exists. Policymakers write specific policies for the future and an election determines who will write the policies, which decides the policy. The ideological characteristics of a state and a candidate for a political office has a positive correlation. Conservative states or districts have conservative candidates regardless of party affiliation. Meanwhile, liberal states or districts have liberal candidates regardless of party affiliation.

Typically voters will tend to focus less on the actions of the particular candidate and more upon the party actions while voting for a candidate. The two party model that voters use is broken down into three basic parts. The first is party performance, what have they accomplished while holding power. The second relates to policy stances. The policy stance is easily verified based on comments made by candidates or actions taken while in office. The final piece of information a voter may use is based on how the majority or minority conducts itself during the actual running of government (Jones, 2014). If the minority forces an impasse, or even assists the majority in passing legislation, this can greatly impact a voters' voting process. These three factors are used to weigh one party against another. While the current majority in Congress may not have the greatest showing on the legislative side, a voter may still decide that based on recent conduct of the minority the majority is preferable. The politics stream consists of three elements: national mood, pressure group campaigns, and administrative or legislative turnover. The politics stream consists of the factors that influence agendas or the policy process. The national mood refers to the idea that a fairly large majority of a country tends to think along common lines, although this mood can fluctuate from time to time. This mood of the nation can also be termed as the political climate. Government officials monitor public opinion polls to estimate the amount of change in national mood, and then use this information to act on their agenda or to diminish the success of others agenda. Often time’s politicians formulate the balance of support and opposition for a certain issue in order to determine the chances of an issue to rise or fail in the policy process. Lastly the administrative or legislative turnover has a significant influence on politics. The turnover of personal signifies a want or need for change within the administration. The whole purpose of political elections and government is to act on the will of the people. The combination of national mood and turnover in government has the most powerful effect on agendas. These three elements of agenda setting operate independently, although overlaps between the processes do occur. Successful agenda setting requires that the three streams be joined together at critical moments.
Public policy may be defined as organizing framework of purposes and rationales for government programs that deal with specified societal problems or a complex of programs enacted and implemented by government. Program implementation is that set of activities directed toward putting a program into effect. Three activities, in particular are significant in program implementation. They are organization, interpretation and application.
