Program Implementation Steps Public policy may be defined as organizing framework of purposes and rationales for government programs that deal with specified societal problems or a complex of programs enacted and implemented by government. Program implementation is that set of activities directed toward putting a program into effect. Three activities, in particular are significant in program implementation. They are organization, interpretation and application. The activity of organization is the establishment or rearrangement of resources units and methods for putting a program into effect. This can happen in several ways. One is the creation of a totally new agency, such as the U.S. Department of Veterans Affair. Another is merging, upgrading, or dividing existing agencies. More often, programs are assigned to existing agencies, which must still interpret and apply the laws or regulations and develop appropriate implementation methods. Program implementation starts broadly with the intention on the public interest, convenience, and needs. Laws and regulations may be more or less specific in their details, goals, timelines, and intended results. Thus, the responsible agency is in charge of developing operating guidelines and substantive procedures. The agency has the opportunity to shape legislated programs and possibly modifying congressional intent. Agencies responsible for implementing congressional and presidential directives feel constant political pressure.

The federal bureaucracy is the group of government organizations that implement policy. The federal bureaucrats belong, for the most part, to the group of government agencies led by the president’s cabinet (the collection of appointed officials tasked with leading various federal government departments such as the State Department, Department of Homeland Security etc.) (Geer et al.). These department heads, known as cabinet secretaries, are appointed by each new president. The federal bureaucracy is responsible for writing regulations that implement the laws. In this, the federal bureaucracy’s importance cannot be understated. Congress passes laws, the president signs them, but it is the responsibility of the bureaucracy to actually implement them in the most effective, unburdening way.

The public service agencies are organizations that con either be governmental or non-governmental. The agencies are significant in due to the interest they have for the state's citizens. Organizations such as the Agency of International development (USAID), Agency of Healthcare Research and Quality (AHRQ) and the famous American Red Cross, all have different missions, but the agenda of all these organization is to provide service to the citizens. The organizations provide many job opportunities to the citizens, especially positions in the civil service. The agencies are obligated to support people with basic needs including water in case of droughts, electricity to the marginalized. In addition, the organizations provide services like transportation and also aids in communication in case of emerging tragedies, which are inevitable. Special programs are available to assist in the implementation of policies in the agencies, and a critical analysis on the issue of programs is provided in this work. There are a number of ways the policy can make it on the agenda but usually the agenda is priority oriented. “Once a proposal has been added to agenda, policy adoption begins” (Jillson, n.d., p.1). The policy can be changed in various ways or adopted as is along the process. Sex offenders and predators commit despicable acts; however, their acts seem more despicable when they are committed upon the most venerable members of our society, our children. Even with the new Jessica Lunsford legislation in Florida some citizens feel that it is not enough to keep their communities safe. Many cities are now looking at limiting the areas in which sex offenders and predators can live in hopes of protecting children. Many

In the United States, Veteran’s health care at an economical rate is a continuous debate. It is warranted that the health care should improve at a constant rate to uphold the health needs of veterans, new and old. Indiana’s current state policy that protects and provides assistance to victims and families of human trafficking is known as the Indiana code 35-42-3.5-1, otherwise known as the promotion of human trafficking; sexual trafficking; human trafficking (Ind. Code § 35-42-3.5-1 : Indiana Code - Section 35-42-3.5-1: Promotion of human trafficking; sexual trafficking of a minor; human trafficking, 2015). “This state policy prohibits a person who knowingly or intentionally recruits, harbors, or transports another person by force, threat of force, or fraud (Ind. Code, 2015).” It also forbids the engagement of forced labor, enslavement, or forcing the other person into prostitution, or marriage. If an individual promotes human trafficking in any way, it is a Class B felony. It is a Class A felony if a guardian or parent of a child under the age of eighteen years old who deliberately sells or gives away guardianship of the child for prostitution, which is sexual trafficking of a minor. “A person who consciously and knowledgably pays, offers to pay, or agrees to pay money or other property to another person for an individual who the person knows has been forced into forced labor, involuntary servitude, or prostitution; commits human trafficking, a Class C felony (Ind. Code, 2015).
What is Public Policy? According to (Merriam-Webster 2015), Public Polices are the governing policies that cover citizens, and are policies that can allow the government to stop any action that is contrary to the public good.
Public policy is a system of laws that the government created for the citizens in order to maintain order. Public policy should be fair for all the citizens, however, on many occasions it is hard to accommodate for all races and social classes such as lower, middle, and upper class.
Governmental policies and politics play a critical role in the realization of change in a public agency since the policies are developed and implemented at various levels (Dukeshire & Thurlow, 2002). Since these policies may range from formal regulations and legislation to informal guidelines in an agency, understanding them is important in the achievement of change in a public agency. A Public agency basically functions based on the established policies and politics in the government. Therefore, the accomplishment of the change in a public agency requires an increased understanding of the politics and policies of government.
