When air sinks, then the pressure of the air increases. According to Gay-Lussac’s law, the pressure and temperature are proportional, therefore when the pressure of the air increases, then its temperature rises.
On sinking, the particles of the air come closer, so they become warm, not cool. According to kinetic theory of gases, the particles are in random motion and are at a distance from each other and constantly colloids with each other, exert pressure on each other and hence it raises the overall air pressure. Also, the air when rises and sink form clouds when it reaches below its dew-point.
