Explanation of Solution
Introduction:
An object can float if its density is greater than that of the fluid it is immersed in.
The empty ship without any cargo will float, as the ship's average density would be smaller than the water density. By putting the tennis balls, the density increases. The ship with table tennis balls will then sink deeper into the water.
