First we shall convert the minutes into degrees.

We know that $1\text{'}={\left(\frac{1}{60}\right)}^{\circ }$

Therefore $31\text{'}={\left(\frac{31}{60}\right)}^{\circ }={0.52}^{\circ }$

  $\cos {31}^{\circ }10\text{'}=\cos {31.52}^{\circ }$

Here we shall use the calculator to find the value of the given function.

Hence the value is,

  $\cos {31.52}^{\circ }=0.8524$
