In the question it is given that the National highway traffic safety administration reported that $6.3\%$ of licensed drivers were between the ages of $15\text{ and 20}$ yet this age group was behind the wheel in $15.9\%$ of all fatal crashes. Thus, these statistics show that $6.3\%$ of licensed driver are between the age of $15\text{ and 20}$ but $15.9\%$ fall crashes had people from this age group. While the first statistics shows licensed drivers it does nothing to show the amount of time that the age group drives in comparison to other ages so the accident rate is not dependent on the age.
