On 6/9/17 at 1252 Hrs. Officer Villalpando was dispatched to a juvenile problem 1608 10th St. Caller, Nicholas Allen advised that his son, Kaden Boyd (14) who was currently on house arrest, “cut” off his ankle monitor and was last seen getting into a black passenger car. Officer Villalpando arrived and met with Mr. Allen who told him that Kaden had been missing once before while in the Austin area, and that Kaden was involved with the criminal element believing his son is traveling to Austin with an older male, Michael Tabler who had recently been arrested. Officer Villalpando contacted Sgt. Z. Taylor at approximately 1250 Hrs. for direction with this call. Again at 1345 Hrs. At 1600 Hrs. Kaden Boyd was listed in NCIC/TCIC as a runaway. Over 3 hours after the initial call. At 1725 Hrs. Sgt. Taylor was advised that that the parents wanted to speak to an officer in reference to Kaden. Sgt. Taylor received additional information that Kaden may be in further danger due to the criminal element he was involved in, and that he had “snitched”. The parent advised that DPS needed the vin number for an Amber Alert. At 1746 Hrs. Sgt. Taylor then notified me through text advising that he was “having a juvenile entered into the amber alert system”. I then arrived at the law enforcement center to assist. I met with Sgt. Carroll and asked him to begin assisting after his briefing. CID Sgt. M. Sheedy was then notified of the incident and responded along with Det. Lee. A-Chief was also at the law enforcement center and was aware of the situation. Summary of Events: Officer Villalpando received information on a possible runaway/missing/abducted child at 12:52 hrs. Taylor and Officer Villalpando provided an appropriate response to a child in danger. I was not able to find an attempt to locate for the child, CID was not notified in which could have assisted, and an Amber Alert was being initiated without approval. Several hours had transpired from the initial call to when the child was entered into NCIC/TCIC. I requested a memo from Sgt. Taylor to clarify the events that transpired during the incident. In the memo Sgt. Taylor acknowledged that he was contacted by Officer Villalpando at 1250 Hrs. and that he advised him to have the child entered into NCIC/TCIC. There was no mention on attempting to locate the child or verify information provided by parents. In the call notes I observed at 1357 Hrs. “Parents have called in multiple times stating officer hasn’t tried contacting them yet, 621 was re-advised of call. When Det. Lee met with parents later that night, they advised him that they did not feel as though officers were trying to help them find the child. Besides the child being considered missing/endangered for several hours, numerous officers were called in after-hours creating overtime, which possibly could have been avoided if notified in a timely
