On 06/12/2016, at approximately 0029 hours, while on an Off Duty detail at Airport Lanes Bowling, located at 190 E Airport Blvd, Sanford. I attempted to make contact with an black male juvenile, who later became known to me as Marcees Kilpatrick (arrestee) to ask him to leave the property for causing a disturbance. At that time, Kilpatrick stated he was not giving me his name and did not have to provide me with any information. I advised Kilpatrick that I wanted his information to contact his parents in order to have them to pick him up from the above location. Kilpatrick advised he still was not providing me with his information and decided to take flight away from me. I gave clear and concise commands for Kilpatrick to stop, which at
Jalen was placed in the rear of my marked Police vehicle. Prior to entering my vehicle, I completed as search of Jalen’s clothing. He had a cell phone charger in his left pocket and a cell phone in his right pocket. I removed the cell phone and kept it in my possession. FTO Noble and Officer R. Collins would later take the phone for evidence. Marlon was placed in the rear of Officer Baker’s marked Police vehicle. Both were transported to 1337 Copperstone Circle, where the vehicle was located. I gathered Jalen’s parent information at this time.
On 9/8/17, at 2322 hours, I was dispatched to 245 Leon St, Altamonte, Seminole County, in reference to a battery. Upon arrival, I attempted to speak with Rene Stewart (stepdad-victim), but was unable because he was being transported to Florida Hospital Altamonte.
On 6/9/17 at 1252 Hrs. Officer Villalpando was dispatched to a juvenile problem 1608 10th St. Caller, Nicholas Allen advised that his son, Kaden Boyd (14) who was currently on house arrest, “cut” off his ankle monitor and was last seen getting into a black passenger car. Officer Villalpando arrived and met with Mr. Allen who told him that Kaden had been missing once before while in the Austin area, and that Kaden was involved with the criminal element believing his son is traveling to Austin with an older male, Michael Tabler who had recently been arrested.
Christian was dispatched to 491 Townsend Ave on a follow-up on the previous incident. I arrived at the location and spoke to Demawn L. Henry (keeper) who resided at the above stated location. Mr. Henry stated that his sister owned the two pit bulls that was involved in the incident. Due to the incident Mr. Henry sister picked the pit bulls up and took them with her. Mr. Henry was unsure what his sister did with the pit bulls. I asked to speak to Mr. Henry sister, he stated she was at work until 7pm. Mr. Henry was not taking ownership/responsibility of the pit bulls, stating that his sister just dropped the pit bulls off at his house without him knowing. I informed Mr. Henry that due to the pit bulls coming from his house that he is considered of the keeper of the pit bulls. Mr. Henry informed me that he was not, I asked Mr. Henry why didn't he contact FCACC to come pick up the pit bulls. Mr. Henry stated he was not aware the pit bulls was in or at his house. I asked to see Mr. Henry identification, he complied. I took a picture of Mr. Henry identification. I provided Mr. Henry with my contact information and request that he pass the information on to his sister to have her contact FCCACC to resolve the situation. I cleared from the location at approximately
Carroll stated she was home all day long and wasn't sure what was going on. Ms. Carroll stated she don't know why Law Enforcement was at her residence. Ms. Carroll stated her juvenile were at the complainant's residence on the above incident date and she shortly received a text message from the complainant's stating her juvenile were being disrespectful.
On 10/30/2016 at 0251 hours Ptlm. David Stamets and I were dispatched to the unit block of S. White St. for multiple males in the road fighting. We arrived on scene and I observed three males walking toward Main St. I instructed the males to stop, but they did not comply with my request. The males looked back and continued to walk away. I again gave verbal commands for them to stop, two of the three males stopped, while one continued to walk away. I walked to the two males who stopped while Stamets proceeded in the patrol car to make contact with the third male, who he caught up to.
On March 23, 2010, a cop drew closer Israel Leija, Jr. at a drive-in diner with a warrant for his capture. Leija continued to lead the police on a fast pursue on the interstate while occasionally calling the police dispatcher, saying that he had a weapon and threatening to shoot the officers pursuing him. The officers proceeded with their interest, and different officers sent spike strips. Trooper Chadrin Lee Mullenix, after discovering that other spike strips were set up, chose to seek after the substitute strategy of shooting at Leija's car keeping in mind the end goal to stop it. Despite the fact that he had not got preparing on this move, he educated one of the officers in quest for his arrangement and radioed his manager for authorization. Larry Darnell Booker was placed on indeterminate supervised probation on November 19, 2016, after evidence was found sufficient on charges of entering a vehicle and grand larceny. Larry was also ordered to 30 days of electronic monitoring, 75 hours of community service work, a substance abuse evaluation and restitution in the amount of $550.00. Larry successfully completed the community service work, electronic monitoring and the substance abuse assessment. Larry assessment indicated substance abuse treatment was necessary and Larry completed treatment with no issues. On December 14, 2016, evidence was found sufficient for a finding of guilt on a charge resisting arrest against Larry. Larry was ordered to remain on supervision and complete
On February 26th, I, Officer Albert, was working as a Police Officer for the Wichita State University Police Department. At approximately 0213 hours I was dispatched to Lot 3 on the campus of Wichita State University for a report of a theft. I arrived in Lot 3 at approximatley 0216 hours and met with the calling party Brandon Charles Feik. I introduced myself to Feik and asked Feik for his personal information. I asked Feik to tell me about the theft that occured, Feik stated he had a bunch of his belongings in his car after removing them from his girlfriends apartment earlier that evening. Feik said he noticed he was missing a black duffle bag that was laying in his front passenger seat after leaving Kwik Shop at 4802 N. 21st St. N. and arriving back onto campus in Lot 3.
On 05/23/2018 at approximately 2226 hours, I, Deputy A. Martinez Vazquez (117015) responded to 211 Mission Rd., Oviedo, Seminole County, Fl. In reference to a disturbance inside of the residence. While in route to the residence, I was notified that the disturbance turned physical against a mother and daughter. Before I arrived to the residence I was notified that the 15 year old female juvenile was inside of her room.
1. Some of the cues in deciding whether to handle a case officially or unofficially include the age of the officer, the wishes of the complainant, race/attitude/gender of the offender, and the nature of the offense. In most instances, it is up to the officer’s discretion to determine how they will handle the situation. The dangers in relying on these cues from an officer’s point of view could be deception. For example, if a young officer encounters a juvenile misbehaving they might be deceived by the teenager since they do not have much experience with them.
On 10/28/16 at 1838 hrs, I was dispatched to an assist citizen at 5660 82nd Ter N Pinellas Park, FL 33781 regarding a juvenile hitting the complainant vehicle and leaving the scene.

There are a couple of different theory on how and why the juvenile court developed. Anthony Platt argues that the Chicago court was created to control the increasing number of poor and the large groups of immigrants that were coming into the city by the middle and upper classes. Mr. Platt believed that the reason the juvenile court was established in Chicago was because of middle-class interest groups, he felt that the juvenile court are a manifestation of middle-class values and of the philosophy of conservative political groups.
The juvenile justice system is similar to the criminal justice system. This system is where juveniles are processed, and may be arrested after referrals for juvenile delinquency. Juvenile justice is very different in every state and can be very similar as well because every system has limited jurisdiction and that most focus on the offenders and not their offenses. Therefore, there are 51 juvenile justice systems in the United States. The United States has the juvenile justice system because children are very different than adults – in that they can be better receptive for change and also being easier to rehabilitate. Moreover, the main goal of the juvenile justice system is rehabilitation (Juvenile Law Center). The juvenile justice system is made up of police, courts, corrections, probation and parole services, as well as community-based programs to name a few (book).
