On May 10, 2016, at approximately 0951 hours, police dispatch aired over the police channel that a female was being assaulted in the basement level of the Henderson Parking Garage (H-Lot), and the victim/caller was calling from a Blue Phone, later identified to be located at the northeast section of the H-Lot.
I arrived on scene with fellow officers Stark and Withrow who were already with the victim. I was informed the vehicle involved is a blue Buick Park Avenue, approx. 2001 model year. After checking the immediate area, I requested information on where the suspect resides and was told 1740 Blackhawk St., unit 104.
At about 1011 hours I met with an Aurora Police Officer at the Blackhawk address. We knocked on the door for apartment 104, on Building 1732 Blackhawk St., and no one answered. No building marked as 1740 Blackhawk was located. The victim then confirmed that the location is 1732, not 1740 Blackhawk. I then returned to campus.

The side windows had very dark tinting, and in the already dim parking garage made seeing the subject's hands difficult. I ordered him to show me his hands, and he showed his hands. I told him to open his door and he told me he could not open his door. I asked his name, and replied "Charles", and then dropped his hands from my view. I drew my firearm and pointed at him while ordering him to show his hands. He reluctantly show his hands, and then would lower them, and reached for a backpack on the seat next to him. I notified dispatch that Officer Albert and I were out at the RSC. I parked our patrol car on the north side of the RSC and entered the north door. I heard Officer Smith on the radio say he was out with the subject near the Credit Union. I observed from across the RSC Officer J. Smith and Officer R. Faison standing next to a black male all the way by the Book Store. As I walked closer, I could see the black male with both of his hands up in the air and he was getting down on both of his knees. When I got to the Credit Union, I saw a set of crutches and a black bag laying on the floor. I told Officer Albert to stay here with these items as I continued to go behind the black male. Upon arrival, I met with Lake Ridge Student Quarzaza, Imani B/F, dob 04/22/1998 and her dad Quarzaz Mongo who said that someone hit her vehicle while it was parked in the school parking lot in front of the Pac. Quarzaza said that she parked her vehicle at approximate 6:74 a.m. in the parking lot near the Pac before the start of school. Quarzaza said that when she went to her car at approximately 3:09 p.m. after school, she noticed that she had damage on the back right side fender. Quarzaza said that an unknown w/f driving a black truck drove by and told her that she had seen a red pick-up truck hit her car. Quarzaza said that the unknown suspect left a white piece of paper on her windshield with nothing written on it.
I called the phone number and spoke with Wit-1 Demunda, Allyson. Wit stated she was behind the victim's vehicle when she observed a male on a road bicycle ride between her vehicle and the victims vehicle. The suspect then flung his arms up in the air, striking the victim's vehicle with an unknown object.
In summary, on 01/04/17 at 1745 hours, Ofc. Kelley #262 and I were patrolling the area of 5600 W 16th St., at which time I observed a vehicle with tinted windows and no rear registration light (05' grey Acura IL Q336438). A traffic stop was conducted on the vehicle.
On 05/30/2015, at approximately 1816 hours, your affiant observed a silver Chevrolet Classic occupied by two males. The vehicle circled the block in a counterclockwise manner, repeating a portion of their route. During this time I located the owner of the vehicle utilizing a search through the Pennsylvania Department of Transportation. The registration indicated the plate belonged to another vehicle and registered to Brittney Fisher, who was not an occupant in the vehicle. Patrol officers arrived at 518 N. K Street and surrounded the house. Patrol officers called the victim and the suspect out of the house. The suspect was taken into custody without incident.
At approximately 5:28 p.m., I arrived on scene and was briefed by Officer Nicholson. I was provided with the name of the victim Amanda Holmes (white, female DOB 10/17/1982). Officer Nicholson advised me that the victim was last seen by her roommate at approximately 12:00 a.m. I then spoke to the roommate to obtain consent to process the residence.
I then made contact with Officer Catlin and other Officers on scene. I was given the name of the decedent James Wyatt Welker, white male, 5/29/1973. I was advised the residence was secured. The owner of the property was the person who unlocked the door and located James Welker. Officer Catlin advised the home owner used a spare key to unlock the door.

Upon arrival, Officer Wheeler activated his (BWC1) body worn camera which was later uploaded to evidence.com. As our patrol vehicle pulled up to St. Luke’s emergency room entrance, I viewed a male later identified as (RV1) Devinelle Lavaughn Broussard with a cellphone in his hand attempting to prevent a female, later identified as (B1) Eleasia Ashanti Fraise, from throwing a (EVD1) red brick. I next saw Fraise throw the brick at a parked (D1) silver BMW, located along the south side walk. The brick fell to the ground and Fraise went to picked it back up. Fraise picked the brick up and moved in the direction of our patrol vehicle with the brick at shoulder height. I parked the patrol vehicle and immediately got out drawing my firearm to a low ready. On Sunday, November 5, 2017 at approximately 7:26 AM, I, Officer Raul Marrero and Ryan Holroyd were dispatched to 820 SE 9th Ct, in reference to a suspicious vehicle complaint. Dispatch advised of a white Pontiac car that was parked in the driveway. The complainant/homeowner, James Robert Caves Sr., didn 't know who the vehicle belonged to.
