Narrative Report On Police Narrative

David Leon Riley was pulled over by a police officer for a driving a vehicle with expired license tags. The police officer who initially stopped Riley discovered that his driver’s license had also been suspended. Following department procedures, the police officer then continued to impound his vehicle. Before the car was impounded, the police officers are required to do an inventory of all of the components of the vehicle to prevent being liable for any missing items after the car is recovered, as well as, to discover any illegal or dangerous items. During the vehicle search, officers found two handguns under the hood of Riley’s vehicle and then proceeded to arrest Riley for the possession of firearms. When the arresting officer conducted a person’s search of Riley, it was found that Riley had a cell phone in his pocket. The cell phone was taken by police and taken back to the station where an analyst discovered data on Riley’s cell phone that was ultimately used to tie Riley to a drive-by shooting that had occurred a few weeks earlier. Based on the pictures and video recovered by the detective analyst specializing in gangs, and ballistics tests conducted on the two hand guns found in Riley’s vehicle, the state of California charged Riley in connection with the shooting. The arresting officer accessed data stored on Riley’s cell phone and noticed a repeated term associated with a street gang.

On March 17, 2016, at 1:41 P.M., officer T. Cramblett CPD#1191 was dispatched to he area of Sharon Woods Blvd. and Brookhurst Ave on a narcotics complaint. Radio was advised by a known caller that a white Chevrolet Malibu, occupied by two white females, was parked on the street and were involved in the sales of narcotics. Officer Cramblett was responding to the area when he observed a white Chevrolet Malibu traveling south bound on Beechcroft Rd. I, Deputy Daniel Pruitt spoke to a Steve Craine who stated on 06/06/2017 he saw a small silver SUV on his property. Steve stated the SUV was pulling a red 1970's model truck bed as a trailer. On Sunday, 04/29/2018, at approximately 1024 hours, I was in full police uniform, driving a marked Daly City Police patrol vehicle. I was driving south on Sullivan Avenue, north of the interstate 280 south on ramp. At that time my attention was drawn to a gray, 2015, Volkswagen, Passat bearing California license #5TUF434. I saw the vehicle was occupied by a male driver and female passenger. I conducted a records check on the computer in my patrol vehicle and it revealed it was a stolen vehicle out of Oakland.

The operator of the vehicle identified himself as Roger Robert Romansky with a California identification card. I questioned Romansky who the owner of the vehicle is. He said it's a friend of his. Jalen was placed in the rear of my marked Police vehicle. Prior to entering my vehicle, I completed as search of Jalen’s clothing. He had a cell phone charger in his left pocket and a cell phone in his right pocket. I removed the cell phone and kept it in my possession. FTO Noble and Officer R. I ran the tag and the truck came back to a Mr. Gavin Lillie of 2221 University street. As I approach the truck, I observed a black male, later identified as Mr. Trevon Joseph, sleeping in the passenger seat. I woke Mr. Trevon up and ordered him to get out of the truck.

On Thursday, July 14, 2016, at approximately 0847 hours, Patrolman David Stamets had a vehicle stopped on the 100 block of East Oak Street. Immediately after Stamets stopped the vehicle Your Affiant positioned his vehicle on the 100 block of South White Street near the Oak Street intersection facing southbound. When exiting my vehicle your Affiant observed a gold Pontiac sedan accelerating northbound on South White Street at an unsafe speed towards Stamets and your Affiant's location.

Offer Jones did not have probable cause or reasonable suspicion to stop and confront the individual. As law enforcement officer Jones should contact his supervisor and inform them about the tip that he received about possible drug activity at that location. He could have got authorization from his supervisor to conduct surveillance to verify that there was actually drug activity going on at that location. I informed him of the results and asked him when he last used an opiate. COLIN again denied the use of any opiates. I asked him to pull his sleeves up. On October 13th, 1982, at approximately 1:15 a.m. the neighbors of Queenie Volupides had reported that Queenie tore out of the house after an argument with her husband, Arthur. According to police reports, officers were dispatched to a hit and run call in the 700 block of Vassar. A vehicle has struck two parked vehicle and had left the scene. Officer Seachris arrived and made contact with Officer Wheeler who was with the victims of the accident. Officer Wheeler advised that the vehicle was in the 600 block of Vassar. Officer Seachris proceeded to locate the vehicle, a maroon Chevy pickup with Kansas tag of 005HEY parked in front of 646 S Vassar. The vehicle was registered to a Hispanic female at 628 S Vassar.
