Foster Care System Final Essay

Many children prefer to live with their parents, so they always think the foster care system is the bad guy. Living with strangers is bad enough for them but to add on some foster homes are abusive. Foster Care goes all the way back to the Old Testament, which the churches require widows to care for orphaned children (“Care” 1). It would be a miracle that someone would treat the children like their own. Many foster homes are abusive just like the one Ashley had. Year after year, the increase of foster families is due to drugs, abuse, economy, financial, and psychological problems (“Care” 1). In this society, there are many problems that lead children to have the feeling of worthlessness. It is really sad how many children are in families of irresponsible parents. Child abuse occurs when a parent or caretaker physically, emotionally, or sexually mistreats or neglects a child resulting in the physical, emotional, sexual harm, exploitation, or imminent risk (“Care” 1). It is disgusting how people would do this stuff to kids. These people have no heart and should be punished. Not everyone gets punished, but when the time comes, they will get what they deserve. Ashley’s book shows how her difficulties in foster homes were troubling. Many professional readers enjoy reading about her hard times.

The Foster Care System with the kids who are in it is a massive social issue that America is facing today. There are more than 640,000 foster children in the United States every year. There are 23,000 foster children living in group homes at one time. There are 32,000 who live in institutions, and twenty-seven states do not meet federal abuse and neglect standards. (Attention) Personally, I am a foster sister, because my family currently fosters. Therefore, we see the issues and needs of fostering, daily. (Rapport and Credibility) This speech will discuss the importance of the nature of foster care, the catastrophic problems of foster care, and the proposed solution for the foster care system in America. The chosen population of interest for the course project is children who are placed in foster care. Children in foster care are considered vulnerable due to a variety of reasons for which they are taken away from home and placed in the child welfare system. Foster care children are often removed from their home due to physical abuse, drug exposure, or in some cases due to parental inability to fulfill the child basic necessities. Foster care children are at greater risk of mental, health, and behavioral problems (Lovie, Beadnell, & Pecora, 2015). Case management is an essential part of the care plan to improve the outcomes of the population of interest. Foster care children face additional problems when the health care system is inadequate.

In the past few decades there has be an increasing amount of children placed in the foster care system. With the amount of rising teen pregnancies and maternal drug abuse means increasing numbers of infants abandoned at birth. There have been many cases of child abuse or neglect that have been on the rise. State and local agencies are unable to suitably supervise foster homes or arrange adoptions. Statistics show that many children will spend most of their childhood and teenage years in the foster care system, which has shown to leave emotional scars on the child. Today, Child Welfare groups are looking for federal funding and legislation to increase programs and services aimed at keeping families together.

Foster Care and Adoption are the most multi-faceted areas of child welfare. Foster care consists of placing children outside of the custody of their parents or legal guardians. This out-of-home placement can be temporary or long-term. Adoption on the other hand, consists of the legal and permanent process that establishes a parent/child relationship between individuals not related biologically (Downs, Moore, & McFadden, 2009). These two areas of child welfare are constantly evolving and the decisions made on a child’s behalf can affect many areas of their biological, spiritual, social, and emotional wellbeing.

In America it is stated that 1 in every 84 children live in foster care circumstances via "Statistics on Foster Care". There is a numerous amount of contrasting children from various backgrounds and ages living within these special housing homes, and many are repeatedly in and out from unstable circumstances. As children grow and mature into the new faces of the world, they face many obstacles and tribulations that will alter their lives. Living in fostering homes is a substantial example and the effects of living in these institutions can truly be great.

For many years, foster care has been a difficult subject throughout our society. When the idea of foster care comes to mind, many immediately think of screaming children, distressed parenting and uphill battles. Before foster care existed in the United States, orphaned children were sent to orphanages. While these institutions were often the best option available to children with nowhere else to go, they often lacked the necessary staff, structure and resources to adequately care for all of the children in need. As a result, some orphanages were overcrowded, and children lived in poor conditions. Some children even died due to the lack of sufficient care (Adoptions, 2017). Children suffer significantly until someone decides to protect them. The government allocates funds to establish the foster care system and that system advances to enforce rights for children. When the right to remove children from an abusive situation first originated, the foster care system established a separation procedure for children from their abusive homes. This act of removing children from their families brought about psychological issues and trauma. Throughout earlier years, the foster care system adjusted their program according to the rules and regulations established to provide for the needs of children. However, problems keep appearing elsewhere. These children endure the brunt of every new philosophy in behavioral health management. Often, the biological parents will be left out of the solution. The foster care system develops services to train foster families in caring for foster children and behavioral issues. For some reason, the foster care system believes improvement simpler to reform the children and makes a trivial attempt of the reformation with family. The foster care system needs to try to achieve bonds within the biological family instead of the sole reliability on removal of children to be an adequate answer. The foster care system’s obligation should be to develop a training system for the rehabilitation of families and offer support to achieve the greatest outcome in child rearing. In the United States 21% of all children are living below the federal poverty line. 2.9 million cases of child abuse and neglect are reported every year in the United States. 428,000 children are in the foster care system, and 107,918 foster children are waiting to be adopted. The foster care system is temporary out of home care for neglected, abused and impoverish children under 18. While the foster care system has all positive ideas, they fall short in providing certain needs for these children. Kids not only in America but all over the world that are living in poverty, are abused, neglected, and have an unstable home life. Nobody wants to live a life like that, especially not a child. They don’t know how to support themselves on their own, they need a family and a guardian that will take care of them, support, and love them.

The life for a child in foster care is much different than any other child’s. While growing up children look up to their father or mother. They aspire to be like them and follow in their footsteps. For the children placed in foster care all they see is that their parents could not take care of them. They will not have the memoires of growing up with their family, but instead memories of the different homes they have been transferred too. Foster parents love and care for all of the children that come into their homes, but it’s hard for the children to accept someone who moves in and out of their lives.

More than two-hundred and fifty thousand children enter the foster care system each year, making it extremely difficult to find the right caregiver for each child. There are so may effects on the child that last their entire lifetime, making it difficult for them to trust others. Not being able to trust their peers, they often find it hard to make friends and long-term relationships last. Fortunately, there are many results that can improve everyone’s position in placing the child. Foster care agencies repeatedly create destructive situations due to the selected caregiver, as well as the plethora of glitches that are created. Due to the unacceptable and inappropriate selection of foster parents, the child frequently experiences difficulties and disadvantages later on. Most children are placed into foster care because of mistreatment and experience the same treatment in their foster homes. Unfortunately, a lot of times the foster parent will take their anger out on their foster child, making a wide array of short-term and long-term complications for the child.

As family structure changes children pay the biggest price. They may lose the luxury of a stable home or school to call their own, when parent are no longer in the picture either. This is an issue that is largely ignored by society and most importantly the government. Without the foster system, children would be left abandoned and forgotten by all. The foster system provides thousands of homes for foster children each year, with parents that can give them what they need. But, foster care in America is inadequate for all American foster children and needs to be improved. Improvements are critical in bettering American foster systems, these improvements include, creating programs, finding more stable homes, and starting mentoring programs

Helping these vulnerable children access the services, interaction, and the stability needed for them to grow-up to being successful members of society can be provided with foster placement. If the process is well planned and if the foster parents are given adequate support, the foster care system can be a valuable resource for abused and neglected children (Crosson-Tower, 2014, p. 321).

Everywhere across the world, more and more children are being placed into foster care or a welfare type system. Foster care can benefit children or harm them; the effects of foster care differ for every individual. These types of systems often have a major effect on young children’s physiological state. Children entering in foster care are often malnourished and have untreated health problems. A high percentage of children who are placed in these types of systems have mental health, physical health, and/or developmental issue which often originates while the individuals are still in the custody of the biological parents. Children in foster care should be provided with a healthy and nurturing environment which often provides positive long term results. The age of children in a foster care varies across the world, but it is often seen that majority of these children are young (George para. 1). There are more young children in the system because younger children require more adequate care than older children that are already in the system. Placing these children in welfare systems is supposed to be a healing process for them. Although this is supposed to be a healing process, statistics say these children have a negative experience while being in these systems, but this is not always the case. The numbers of children in foster care continue to increase annually with minimal attempts to intercept the causes of the escalation. Children are generally placed into foster care as a result of parental abuse or neglect; however, there are many racial inconsistencies circulating general foster care involvement. In the year of 2014, the Adoption and Foster Care Analysis and Reporting System reported a total of 415,129 children in the foster care system.
