Policing in a Contemporary Society
Policing is a vital and visible component of our criminal justice system. To protect and serve is a basic responsibility of every police department, specifically in Canada. In Canada, citizens have a lot of faith in the police, as they look forward to police for any kind of safety concerns they may have, yet people are also very quick to judge the police. The police play an important role in minimizing threats and maximizing safety of their citizens. The role of the police in our society is shaped by social, economic and political factors.
Sir Robert Peel
In 1829, Peel succeeded in having the London Metropolitan Act passed by the parliament and this led to a creation of a 3,200-member professional police forces which replaced various law enforcement systems existing in London at the time (Goff 2017, pg.152). One of their key responsibilities was to serve the public by dealing with their situations by preventing and detecting any crime. This approach of policing was based on the policing by public consent, which meant that the police act for their citizens, and not over them. The public accepted this idea of modern policing, which was the right of the police to maintain law and order. This approach of policing became so well-known, that it spread to countries like Canada, the United States, and Australia.

Problem oriented policing came to light by Herman Goldstein, who wrote the book Problem Oriented Policing in the 1970s (Oliver, 2007). The concept was fairly simple and Herman Goldstein indicated that there was limited research prior to the 1970s in reference to policing (Oliver, 2007). Herman Goldstein indicated that police have been susceptible to the “means over ends” syndrome, and police were focusing their efforts on organization and operating methods rather than the outcome of their work (Goldstein, 1979). Furthermore, this paradigm was fueled by the professional movement within the police organizations, and affected staffing, management, and the organization of police agencies (Goldstein, 1979). Sir Robert Peel had a huge impact on England, American, and the world policing. He is also known as the father of modern policing. In 1829 Peel persuaded the Parliament of England to create the London Metropolitan Police, which is now recognized as the first modern police force. Peel created three elements he incorporated into London Metropolitan Police. First was mission. The mission was crime prevention and what can be done to prevent crime from happening. The second was strategy. Peel created a strategy to that he had hope would deter crime. The third was organizational structure. Peel set up hierarchical organization, a standard uniform, ran designations to police officers, and a chain of command similar to the military’s (Walker & Katz, 2011).
Law enforcement has three major eras throughout history. The eras of policing that will be discussed in this paper are as follows; the political era which was from 1840 – 1930, the reform era which was from 1930 -1980, and last but not least the community problem solving era which is from 1980- 1995. Each one of these era’s had an impact on today’s policing and we are going to discuss each one and ultimately decide which one had the most effect on today’s policing.
Starting In 1829, Sir Robert Peel began developing his theory of policing. These nine principles are as relevant today as they were in the 1800's. Peel established the Metropolitan Police when he served as Home Secretary of England. Since Sir Robert Peel introduced his principles of policing in the early 1800's, our country has continued to follow his ideas of effective policing. Community policing is based on Peel's concept of prevention.
When it comes to policing in Ontario constancy is key. Since we have three different levels of police in Ontario, which are municipal services, provincial service and federal service, there needs to be some sort of framework for policing standards. The Police Services Act and the Adequacy and Effectiveness of Police Services Regulation are pieces of legislation are enactments to serve this purpose.
Created by Robert Peel, who became known as the “father” of modern policing. By the early 1800s London saw a serious decline in public order and the old system of law enforcement collapsed under the impact of urbanization and industrialization. Peel convinced Parliament to create the London Metropolitan Police in 1829, but even though it was created then it took several decades for all the new features to appear. The three core elements that makes this type of policing “modern” involve the mission, strategy, and organizational structure of the police. Before this all law enforcement was reactive and responded to crimes that were committed, but Peel came up with the notion that it would be better to prevent crime than just to respond after the fact, so the mission of his new police was crime prevention and the strategy to achieve this was preventive patrol.
Since the founding of this country, to the wild west, and up to the present, the agenda of the policing bodies have been clear: to uphold and enforce the laws of our society. Of course the way they do this today had undergone changes from the first police forces of early America, law enforcement has seen trends come and go.
The future of policing article was very intriguing. When risk assessment is done properly it allows businesses and individuals to plan ahead and develop contingency plans that are ready to be implemented should certain events occur. This not only makes the process more efficient, it also reduces some of the stress that can occur when something unexpected happens.

Lastly, I would like to take some time to reflect back on the way policing was back in the 40’s and 50’s and how it changed for the better or worst in today’s 21st century. From what we already know about Devil in the Grove by Gilbert King. He gives us the perspective where Sheriff McCall and his county sheriffs are members of the Ku Klux Klan back when they Jim Crow Laws were in full effect. Now fast forward it about fifty or sixty years into modern day society. Think to yourself, would it be necessary to be in a group that is associated with killing off innocent African Americans today? These great individuals that make up their race have contributed to our society in so many ways. So being a member of a group to wipe out a particular race
As we learned in previous chapters of the textbook police departments have gone* through several different eras of policing the earliest time of policing the political era to the most current community policing; each of these eras of policing gravitated towards different policies regarding to diminishing crime. During the 1820s police departments followed the traditional approach to policing which was refection of a military model. The Quasi-military name derives from how police departments mimic the hierarchy structure and organization style from the military.

The dictionary definition of the police is “the organized civil force of a state, concerned with maintenance of law and order, the detection and prevention of crime, etc,” (Collins English Dictionary, 2002). This definition states the minimum of what the police actually do. Providing support for families, protecting society from criminals and responding to calls 24 hours a day 7 days a week are just some of the other roles that police have to deal with. In this essay the evolution of the police will be discussed as well as how the police are facing challenges.
Over the last several years, most police departments have been facing numerous financial challenges. The main reason is law enforcement agencies are expected to do more with less and the stagnant economy. The combination of these factors has been placing pressure on many departments to begin imposing budget cuts. Evidence of this can be seen with a survey that was conducted by the University of North Carolina. They found that 67% of police departments made some kind of budget cuts for 2011. The most severe reductions were occurring in large police departments such as Los Angeles, Atlanta and Detroit. (Delfem, 2011, pp. 199 - 205) This is illustrating one of the most pressing issues affecting a wide variety of police departments across the country. To fully understand what is happening requires: examining the situation, how they are able to interact with other agencies (i.e. state / federal) and recommending the way this relationship can be improved. Together, these elements will offer specific insights about how police departments can effectively address this problem.
I feel rural areas have been neglected in research and practice because most people feel nothing happen in rural areas. they feel we all know each other, so we would know who committed the crime against us, but that is not always true, A lot of time other people come from other cities and towns to commit crime. This is why we need policing, and crime mapping in some of these rural, and without policing and crime mapping we are being neglected in these areas. Another things is a lot of times our lawmakers do not think we need money for policing in these areas because they feel it is not enough crimes in these areas , so urban cities get a lot more funding than rural areas.
