The Role Of Policing In The 21st Century

On December 18, 2014, President Barack Obama signed an Executive Order establishing the President 's Task Force on 21st Century Policing. The Task Force Members sought expertise from stakeholders and input from the public through Listening Sessions, teleconferences and written comments as they worked to identify best practices and make recommendations to the President. The Task Force submitted an initial report to the President on March 2, 2015 and released the final report on May 18, 2015 ("Final report of the resident’s task force on 21st century policing," 2015).

There are many factors that contribute to today’s American policing. Once such factor that contribute tremendously to today’s policing came in 1829 when Sir Robert Peel’s concept of policing came into effect. This would change the way policing would be performed in not only England, but the United States (U.S) and around the world. Another huge factor that impacts policing is the relationship the U.S. Government has with policing. These factors affect every policing organization in the U.S.

Many people know of the police officers of today’s world and that it is their job to enforce the laws set by their government, but not many people know the history of your typical everyday United States police officer or how they came about. The idea for neither your everyday police officer nor his or her department they work for or how a police department operates, originated in the United States. Over the years though America has made changes and adapted its system over the years to make it more suitable for its countries beliefs and practices.

After reading the article titled, “The Challenge of Policing in a Democratic Society: A Personal Journey Toward Understanding” by Officer Charles H. Ramsey, I was able to relate with his view points and argument. In this article Ramsey, who was a sergeant for the Chicago Police Department discussed the core of ethics. His main example was the Holocaust in Europe during the 1930’s and 1940’s. Ramsey stated police officers worked together with the Nazi soldiers during this time and in return were not protecting their citizens. Similarly, when the police made no intervention to the killings and hangings of blacks in the south of the United States during the Civil War era.

There is a significant health issue facing the public as well as law enforcement every day, suicide. The numbers surrounding suicide are shocking effects people of all backgrounds. In the year 2010 more than 38,000 adults committed suicide. Then in 2011 around 1 million adults admitted to attempting suicide, while 8 million had serious suicidal thoughts. Law Enforcement officers are at an even higher risk then most due to experiencing such a large number of risk factors. These factors include but are not limited to poor physical health, access to fire arms, domestic abuse, substance abuse, exposure to violence and suicide; depression, anxiety and other mental diseases. Policing has definably evolved over the last thousand years. Not only to progress crime fighting methods, but also show our community and greater service. The old way of policing which was primarily based on random patrol, hoping for the chance to accidently walk up on a crime in progress, police agency started focusing on social problem, and even more effective, statistics. Community policing has been enhanced through a management accountably process called (CompStat).

Policing in the United States has changed dramatically since it was first brought to the thirteen colonies from England. However, some of the issues faced then are being faced in policing today. There are also new trends that are prevalent, and these trends will continue to have lasting effects on the future of policing. Even though new trends improve policing overall, they can also cause more serious issues. What are the strengths and weaknesses of leaving the primary responsibility for police protection to local governments versus the federal or state government?

The Frontline documentary, Policing the police, makes the argument that there are many problems with police departments across the United States and uses his correspondence with the Newark, New Jersey Police Department to make that point.

Since the founding of this country, to the wild west, and up to the present, the agenda of the policing bodies have been clear: to uphold and enforce the laws of our society. Of course the way they do this today had undergone changes from the first police forces of early America, law enforcement has seen trends come and go.

In this paper I would be identifying, compare, and contrast the policing function at the local, state, and federal organizational levels. I would be Analyzing how the organizational, management, administration, and operational functions at these three organizational levels are similar or different and why. Also I would be identifying the leadership characteristics and responsibilities pertaining to each organizational level.

The dictionary definition of the police is “the organized civil force of a state, concerned with maintenance of law and order, the detection and prevention of crime, etc,” (Collins English Dictionary, 2002). This definition states the minimum of what the police actually do. Providing support for families, protecting society from criminals and responding to calls 24 hours a day 7 days a week are just some of the other roles that police have to deal with. In this essay the evolution of the police will be discussed as well as how the police are facing challenges.

Over the last several years, most police departments have been facing numerous financial challenges. The main reason is law enforcement agencies are expected to do more with less and the stagnant economy. The combination of these factors has been placing pressure on many departments to begin imposing budget cuts. Evidence of this can be seen with a survey that was conducted by the University of North Carolina. They found that 67% of police departments made some kind of budget cuts for 2011. The most severe reductions were occurring in large police departments such as Los Angeles, Atlanta and Detroit. (Delfem, 2011, pp. 199 - 205) This is illustrating one of the most pressing issues affecting a wide variety of police departments across the country. To fully understand what is happening requires: examining the situation, how they are able to interact with other agencies (i.e. state / federal) and recommending the way this relationship can be improved. Together, these elements will offer specific insights about how police departments can effectively address this problem.

Police agencies all over the world implement different policing strategies in accordance with the purpose. Community policing is one of the philosophy in which most of the countries effectively working with it. According to U. S. Department of Justice Community policing is a philosophy that promotes organizational strategies, which support the systematic use of partnerships and problem-solving techniques, to proactively address the immediate conditions that give rise to public safety issues such as crime, social, and fear of crime (n.d). This essay critically examines the conditions, which would impact both positively and negatively on the police procedures required to implement community policing strategy in the Maldives.

Policing is a vital and visible component of our criminal justice system. To protect and serve is a basic responsibility of every police department, specifically in Canada. In Canada, citizens have a lot of faith in the police, as they look forward to police for any kind of safety concerns they may have, yet people are also very quick to judge the police. The police play an important role in minimizing threats and maximizing safety of their citizens. The role of the police in our society is shaped by social, economic and political factors.
