Sir Robert Peel had a huge impact on England, American, and the world policing. He is also known as the father of modern policing. In 1829 Peel persuaded the Parliament of England to create the London Metropolitan Police, which is now recognized as the first modern police force. Peel created three elements he incorporated into London Metropolitan Police. First was mission. The mission was crime prevention and what can be done to prevent crime from happening. The second was strategy. Peel created a strategy to that he had hope would deter crime. The third was organizational structure. Peel set up hierarchical organization, a standard uniform, ran designations to police officers, and a chain of command similar to the military’s (Walker & Katz, 2011).

In the last three decades, several concepts have been advanced to organize efforts to improve policing. Among them have been team policing, neighborhood policing, community policing, zero-tolerance policing and problem-oriented policing. Policing has been a part of America for many decades. In fact, policing was known to exist prior to 1066, the year of the Normandy Invasion of Britain. Throughout the years policing has been a complicated and ongoing progress. The people of England did not have a stabilized policing standard and were often responsible for protecting and serving themselves. As early as the 1600s the Colonial America introduced the English styles of policing; citizens were responsible for monitoring community members’ behavior. Starting In 1829, Sir Robert Peel began developing his theory of policing. These nine principles are as relevant today as they were in the 1800's. Peel established the Metropolitan Police when he served as Home Secretary of England. Since Sir Robert Peel introduced his principles of policing in the early 1800's, our country has continued to follow his ideas of effective policing. Community policing is based on Peel's concept of prevention.

The upper, middle, and lower class. The upper class streamed from the aristocrats of earlier time periods. The middle and lower classes were the working classes. The middle class however had jobs with better pay, a better standard of living ,and better sanitation then the lower class but still had struggles with day to day necessities. The lower class were very poor and had difficult lives. Many children worked in the lower class. This "discovery" or exposure of poverty made some people nervous. This brought about thoughts of race and class status, gender, and citizenship to name a few. This new emerging of a "poor class" created fear in people that the patriarchal society would fall. For American's the incline of the urban poor meant the decline of their society, which is what ultimately made the 'old world' undesirable. The idea of a poor class was the complete opposite of what this "new world" what supposed to be like. Nicknamed milk and honey, this was supposed to be the land of opportunity and wealth, however it wasn't turning out as planned.

Police legitimacy is composed of two elements: trust and acceptance of authority. The public needs to know they can trust the police officers. We have to know if they are honest and are really concerned with our well-being, which would lead to respect and accepting their directives knowing it is for our own well-being or the neighborhood’s. I personally experience both sides of this concept, due to my residential situation, as I live both in El Paso and Juarez. In El Paso I truly trust the police officers that I have encountered, but I cannot say the same about the Juarez police officers. In Juarez many police officers are corrupt and do not care about our well-being. I’m not saying that in El Paso they all do, but their authority is more accepted by its community.

During the Gilded Age, America opened its doors to many immigrants. They flocked from Europe, Mexico, Asia, China, and Japan. Just like blacks, they were discriminated against by the Americans already here because the immigrants and blacks were willing to work in factories for hardly any money. Because of this, most women in the lower class and children worked in the factories to help to support the family. The immigrants and blacks usually lived in small crowded apartments in the cities because they could not afford to live far away from their job. Each immigrant group tried to recreate their neighborhood from their old country in America which caused the cities to become segregated ghettos with ethnic backgrounds. Poor farmers were also apart of the lower class because they were dependent to one crop, and there was only one harvest per year.

Since a very young age we have been taught to put our trust into police officers. If we are in distress, they are always there to help since it is their job to protect and serve the common citizen. So what happens when the individuals we are supposed to trust to bring justice are the ones causing the injustice we see in the news? Recently, several police officers have been under fire for their excessive use of force. The number of casualties caused by police officers in the recent years have citizens demanding a reform in the system that officers work under.

Police Departments are continuing to evolve to try to stay ahead if the criminal. Police technology is most influential changes relative to modern policing. Police agencies are using modern technology such as internet to convey information to the public, smart phones with the capacity to communicate with others from the field, and mobile computers to retrieve information, (Grant & Terry, 2012).      The future of policing is fairly clear in what direction it is heading. It has been slowly reforming to meet the needs of the people, reduce crime, and make policing more efficient. Some of the reforms that will probably take place in the future include, better educated police officers and police managers, consolidation of police departments to save on money and resources, upgraded technology, race and gender equality, better testing techniques to recruit and promote within the department, and improved proactive planning techniques. One of these proactive tools that will surely become more widely used and implemented better is community policing. It has been evolving since its first introduction into the
