The policy goals should validate both the external and internal issue drivers, which ultimately lead to the placing the policy on the political agenda (Althaus et al 2007a). Throughout the policy development it is crucial that appropriate goals are being set, and that these goals are sustained by an evidence based research (Cheung et al 2010). All through the policy analysis, it is important to maintain a complete understanding of the relevant health issues and how they affect the concerned population groups.

The policy have covered a great variety of issues regarding Aboriginal and Torres Strait Islander communities. Every goal had the issues mentioned in a very summative manners under the each and every goal clearly stating why it is importance to bring a particular change. Issues were clearly identified and very well written. Statistics were used for most of the health issues to make sure they are evidence based. Each and every health issue discussed justified the goals for those particular health problem and motivating text was use to encourage people to be part of the policy.
The policy makes sure that the goals are measurable either qualitatively or quantitatively but considering the nature of most of the goals and the strategies used to achieve those goals , its makes them to be measured quantitatively eg. Collecting data of how many people will access medical services after the implementing the policy and then comparing it to the number of people measuring it before the implementing the policy.
