A newest way to finance health care now days is the health care reform which it is also called Obama Care. The Affordable Care Act was signed into law in 2010. The main objective behind the Affordable Care Act was to ensure that affordable health care insurance was available to every U.S citizen. This law is an extensive document that contains many regulations and laws that relate not only to health care but also to the regulation of insurance companies. One of the best known regulations is that group health plans can no longer put limitations or deny benefits to individuals under the age of 19 due to pre-existing conditions and individuals under the age of 26, are now eligible to be covered under their parents’

Simultaneously, health and healthcare policy plays a tremendous role in the quality of life of every American. Likewise, by the government constantly interceding, health and healthcare is significantly influenced by the political climate and undertakings of administration; therefore creating a conflictual split between republicans and democrats. Health care is regarded as a product rather than a human right shaped by policymaking. Policies establish healthcare service stipulations, which are rooted in local, state, and federal statutes combined with landmark court decisions. Not only does policy focus on healthcare services; but, it also places a substantial emphasis on cost-efficiency and equality.

The US pays twice as much yet lags other wealthy nations in such measures as infant mortality and life expectancy, which are among the most widely collected, hence easily compared, international statistics. Many people are underinsured, for example, in Colorado "of those with insurance for a full year, 36.3% were underinsured."[6][7] About 10.7 million insured Americans spend more than a quarter of their annual paychecks on health care because of the high deductible polices.[8]

In order to first start a policy process, the problem for which a policy is to be created must be identified and the policy holding a solution to the problem. Researchers and stakeholders will investigate the problem to identify if the policy will reach the policy making agenda. Policies must be to improve society’s health and wellbeing. The idea of passing the health care reform was to expand health care coverage, however, in order to do so, many changes must be implemented in order to fulfill the ACA 's promises. The first of which is allowing all individuals to acquire health insurance no matter the age, pre-existing conditions, or other unfair practices. Statistics show that “half of Americas” have a preexisting medical condition in which with the passage of the ACA, it allows individuals to acquire health insurance without the worry of having to pay high insurance bills (Moisse, 2011). In 2014, the US entered into the force sensational health care reform of the protection of patients in the United States, which is called The Patient Protection and Affordable Care Act. Under this reform, all the citizens and residents of the country are required to have health insurance. It has also caused many discussions and opinions among people. Supporters of it say that this is a significant step forward, since there is no company that can refuse a person in the insurance policy. However, opponents believe that this reform will only worsen the condition of the Americans. The theoretical framework that is used in this paper is Collins’s framework, which he describes as a simple tool for policy making (Collins 2005). Collins’s framework is a framework specifically designed for health policies and is an adapted version of Bardach’s policy framework. Bardach proposes eight steps to create a policy; he calls this the ‘eight-fold-path’.

Over 54% of Americans are against the Health Care Reform act and I am part of that percentage. This reform is asking Americans to give up some of their freedoms or risk getting a penalty. Many parties/groups are against this reform act as well and the following paper will show some of the arguments they have against Obamacare.
