Chapter 5, Problem 10CP
Summary Introduction
Case summary:
Board P is a government entity which inspects and audits accounting firms acting as an auditor of public companies. Board P is supervised by Securities Exchange Commission (SEC). SEC cannot remove members of board P at will but for a good cause following procedures. The President cannot remove SEC members except for inefficiency, neglect of duty or malfeasance of office. The member of board P challenged this decision because Sarbanes-Oxley Act conferred them executive powers without presidential control and stand to remove dual layers of protection.

Your former accounting professor recently contacted you because she knows that you currently work for an accounting firm that performs compilation services for several privately held mining companies. The professor requested data concerning whether your firm’s clients capitalize or expense certain environmental clean-up costs. Your clients discuss their accounting policies openly with you, but do not disclose these policies to outsiders. Your professor has agreed in writing to keep your clients’ accounting policies confidential. Because the professor is a member of the AICPA, and she will not achieve any financial gain, you may disclose the requested information to the professor.
