A pure substance has the same composition always. The mixture has not the same composition always. So, mixtures cannot be classified as pure substances.

Substance is made up of the similar types of the atoms. A sample of matter with both definite & constant composition and also distinct chemical properties called a pure substance.
A mixture is the combination of similar or dissimilar components. The property of mixture depends on the components present in a mixture.
So, a pure substance and a mixture is different from each other.
