Glucose is a polar molecule. It cannot cross the plasma membranes without the help of a transporter protein. Insulin controls the metabolism usually by regulating the glucose concentration in the blood. It happens by promoting the movement of the glucose from the extracellular fluid into the cells. In these cells the glucose is used for the metabolism.
