Interpretation:

The transition moment integral has to be evaluated. Its dependence on $c$ has to be stated.

Concept introduction:

The state of an electron can be described by the initial wavefunction; the electron has the probabilities of existing in different locations in an atomic or molecular system.  When the electron is described by the other wavefunction, its probabilities of existing in those locations are different.  Due to which the electron probability distribution is changed.  The allowed electronic transitions involve the change in electronic charge.
