HCl is strong acid because it dissociates completely into H+ and Cl- ions means 100% dissociation when add into water.

At Equilibrium-

        HCl(aq) ------>  H+(aq) + Cl-(aq)

       Acid                                   Conjugate Base

At pH=5.4

we know,

pH = -log[H+]

[H+]= Anti(-5.4)

[H+]= 3.98 x 10-6 M

The formed conjugate base is stable because chlorine need one electron for complition of its octet,so it gain one electron from Hydrogen and atchive noble gas configuration and also stable like to noble gas.  hence the gained electron can't revert back to H+ and both ion exist in ionic form at equilibrium.
