On Friday, July 21, 2017 at 3:35 am, I, Sergeant Bever was called out by Sergeant Montgomery to assist the patrol shift who were dealing with a suicidal subject refusing to get out of a vehicle that in the median of Interstate 10 near exit and possibly armed with firearms. While on-scene, several attempts were made for the subject, later identified as Tyler Trace, to exit the vehicle. Officers learned Trace did not have any firearms with him and I gave him three K9 warning commands over a PA to exit his vehicle or he would be bit and he did not exit it. On 010/05/2016, I, Chad Agnew, was working as a patrol officer for the Wichita State University Police Department, in Wichita, Sedgwick County, Kansas. At approximately1415 hours, officers were dispatched to the Rhatigan Student Center for a suspicious character. Dispatch notified all officers that they were still gathering more information at the time but the suspicious character was a black male with crutches. They also said the subject was yelling someone had a gun.
On Tuesday, June 6, 2017, at approximately 2134 hours, Trooper Jason Brown, Unit 522, conducted a traffic stop at the junction of US 460 and Camargo Leevee Road in Montgomery County. Jimmy White was pulled over for driving with no headlights. When Trooper Brown made contact with Mr. White, dispatch advised Mr. White had active arrest warrants. When Trooper Brown advised Mr. White that he had active warrants and was under arrest, Mr. White began to flee on foot. Trooper Brown chased him approximately 300 feet giving him loud verbal commands to stop running. Mr. White tripped over some debris in the yard he was running through and fell to the ground. When he got back up to continue running, Trooper Brown attempted to place him in hand cuffs.
On Saturday, September 12, 2015, I was assigned to the 6 Northwest as the security officer. At approximately 0500 hours while breakfast trays were being distributed in pod 100, an inmate, later identified as Kimmie Hawkins became insolent and advised me to get out of the pod. I immediately asked him whom he was talking to and simultaneously walked over to him to view his armband. As I reached for Inmate Hawkins’s left wrist, he snatched away from me, got in a boxing stance, and began bouncing rhythmically on his toes. Therefore, I retrieved my T.A.S.E.R. from its holster and gave Inmate Hawkins loud verbal commands to get on the floor. However, he refused to follow my orders; therefore, I pushed him toward the wall and continued to instruct
I conducted a 3rd interview of Corporal Rick Aguiar on February 23th, 2016 at 1608 hours. The interview took place in the Pomona Police Internal Affairs Office and Corporal Aguiar was a subject and no longer a witness. This interview was scheduled due to clarify some issues that were not covered in the prior two interviews. The interview was digitally recorded and a copy of the interview will be kept in the Internal Affairs office for future reference. Upon arrival and after all parties were detained and searched for weapons Sergeant Kincaid and I were advised by the victim in this case, Thomas Fitzgerald that the suspect, Duane Fisher had pointed a pistol at him and his daughter, Marrissa Rohrbach and had laid the firearm down on a piece of farm equipment prior to our arrival. On Monday, 11/30/2015 at approximately 1755 hours, Officer Lauritzen and I responded to intersection of Holt Blvd and Plum Avenue to assist Sergeant Ortiz to subdue a suspect who was fighting him. Upon arrival, I saw other OPD officers trying to handcuff the suspect, later identified as Kevin Larry. Larry was on his stomach and he was yelling that he did not do anything. Larry was resisting arrest by turning his hip side to side and was trying to pull his hands to the front of his body. Larry was grabbing our handcuffs and he was not letting them go after being told to let go. We told Larry to not resist arrest and stop fighting. At 1746 Hrs. Sgt. Taylor then notified me through text advising that he was “having a juvenile entered into the amber alert system”. I then arrived at the law enforcement center to assist. I met with Sgt. Carroll and asked him to begin assisting after his briefing. CID Sgt. M. Sheedy was then notified of the incident and responded along with Det. Lee. A-Chief was also at the law enforcement center and was aware of the situation.
On 02/27/2017, I, Dillon Dickerson, badge #155, was working as a Patrol Officer for the Wichita State University Police Department (WSU PD), in Wichita, Sedgwick County, Kansas. At approximately 2300 hours during our shift briefing second shift advised we may have to do some follow up to a case they had earlier in the shift. Officer Ben Gabel #152 was the one who took the case. Officer Gabel advised there was a Battery case which happened earlier in the day. This case involved two students. Officer Gabel said there may be a male student by the name of Mekeal Simmons making contact with WSU PD. Officer Gable stated the female half of the Battery (Jessica Johnson) would be leaving campus around 0130 hours to return to Texas. Officer Gabel advised he told the female half to call WSU PD and we would come out there to make sure she was safe while she packed up her items. Officer Gable also said he was in contact with Chief Sara Morris #113 and she was aware of the case. Officer Gable said if we do have contact with the male to get a statement from him and to contact the Captains or Chief.
On March 23, 2017 at 1402hrs, Doctor from Mental Health notified Police Service of a Health Welfare. At 1410hrs, VA police notified the Austin Police Department (APD) and spoke with a dispatcher – 7974 and requested a Health and welfare at 2407 S. 4th street (Green Doors Halfway House) for a possible suicidal Veteran. APD Dispatcher stated he had officer’s en-route to the above address and provided me the incident #170821057.
A friend saw the post and alerted the Fort Hood Military Police, who called 49th BN Staff Duty. The HHD Chain of Command was informed at 0400 and made multiple calls to SGT Coble’s cell phone, which there was no response. The Chain of Command then proceeded to SGT Coble’s house at 6303 Tempora Loop, Killeen TX. His truck was parked in the street and the garage light on. On Friday morning, July 11, 2015, at about 12:15 AM, I was driving a marked squad and driving on the Wiouwash Trail. The campus area of the trail has a posted closing hour of 11 PM. I saw 2 males near the boat landing southwest of the Student Recreation and Wellness Center (SRWC) and start to walk away when I shined the squad spot light on them. I then saw 4 other individuals walking away from my position. I radioed to dispatch that I would be out with the group of 6 individuals and exited my squad.
On 10/18/2016, at approximately 1840 hours, at the Durango Jail located at 3225 West Gibson Lane Phoenix, AZ 85009, upon working in Durango 8 Control, I noticed that the majority of the inmates in the housing unit were gathering around A-row for what appeared to be a fight. I notified my partner Officer Carroll B2173 that there was a fight going on in A-row. Officer Carroll then made a radio call to Security Control for additional officers and placed Inmate (S1) Meyers, Donald T281833 and Inmate (S2) Carter, Clay T310426 in handcuffs until additional Officers arrived. Durango 8 was called code 4 at approximately 1842 hours.

Upon arrival, Officer Wheeler activated his (BWC1) body worn camera which was later uploaded to evidence.com. As our patrol vehicle pulled up to St. Luke’s emergency room entrance, I viewed a male later identified as (RV1) Devinelle Lavaughn Broussard with a cellphone in his hand attempting to prevent a female, later identified as (B1) Eleasia Ashanti Fraise, from throwing a (EVD1) red brick. I next saw Fraise throw the brick at a parked (D1) silver BMW, located along the south side walk. The brick fell to the ground and Fraise went to picked it back up. Fraise picked the brick up and moved in the direction of our patrol vehicle with the brick at shoulder height. I parked the patrol vehicle and immediately got out drawing my firearm to a low ready. Officer Broussard stepped out of the vehicle and drew firearm pointing it at Fraise (View Officer Wheeler’s statement for further details).
