The outlook for children in foster care in the U.S. is cause for alarm (Zetlin, MacLeod, & Kimm, 2012). Foster youth, otherwise known as youth who are ward of the court, are one of the most at risk populations in areas such as physical and emotional health, juvenile delinquencies and educational achievement. This is primarily due to factors such as disruptive a history of abuse, school changes, social stigma and isolation, lack of educational supports, disproportionately high rates of special education services, and exclusionary disciplinary actions (Gallegos & White, 2013). Specific to education, foster youth are twice as likely to be suspended and almost four times as likely to be expelled on a national scale (Courtney, Terao, & Bost, 2004). Additionally, approximately 30-50% of children in care qualify for special education compared with 11.5% children not in foster care (Zetlin, MacLeod, & Kimm, 2012). As a result, interventions have been developed to support foster youth to overcome such detrimental challenges in their academic journey. To negate the educational consequences of undergoing the foster care system, many higher education institutions have emplaced programs to encourage the academic achievement and success of foster youth in higher education. The number of children in the foster care system continues to increase. While the foster care system is essential in helping abused, abandoned, and neglected children, many children remain in foster care for long periods of time when family reunification or adoption is planned. Court delays can often extend the time between when children enter the foster care system and when they are placed into permanent homes. Significant differences exist in the quality of care and outcomes for children depending on their race and ethnicity. The percentage of children of color in the foster care system is larger than the percentage of children of color among the general U.S. population. However, the occurrence of child abuse and neglect is at about the same rate in all racial/ethnic groups.
Every year, teenagers in foster care are “aging out” of the social system ill prepared for what lies ahead of them. Currently, there are about 400,000 foster youth in the U.S. and 13,461 (3.4 %) of these youth live in Arizona (The AFCARS report, 2012, p. 1 ). Abundant amounts of children who have been in and out of foster care are known to have more behavioral problems than children not in the system. Whether we want to believe it or not, there are bad people in this world. Somehow some of these “bad people” become foster parents for the wrong reasons. Some take in foster kids for the extra income. This makes no sense to me considering foster parents make nearly no money. Their average pay is one dollar and five cents and hour (“The Foster Life”). This money and usually the foster parents own money are spent on the child. Foster parents like this are huge contributors to the impacting trauma on foster kids’ lifes. With lousy foster parents comes frequent moves between homes. Researchers have found that frequent moves in foster care can be detrimental to child development. Some caregivers would go as far as neglecting the child they are meant to be protecting. This furthers the consequences, and changes the child’s life for the worse. Due to these circumstances, Medicaid steps in and covers majority of foster kids. Studies have shown that children who are in foster care are twice as likely than non-foster children to form behavioral issues (Becker, Jordan, and Larsen). I have decided to write about the issues of foster care and the abuse children and teens face while moving through this broken system. Over the past years, I have developed a passion to intercede on behalf of our youth. I want to help them navigate through a life filled with turmoil and discord. I chose this topic because I want to make a difference in the lives of these mistreated, misunderstood, and misguided children and teens. When an adolescent comes into for therapy there is really never an easy task of finding out what is going on. Adolescent that come in who are part of the foster care system will add another degree of challenges. Children and adolescents that are put into the foster care system are not there because they choose to be, they are there due to some event in their life putting them there.
Foster care is something that 400,000 children in the United States, go through. I have personally been through this myself. To improve foster care for children, I have created a website along with an app. The name of both the website and app is Foster To Success. Foster To Success will especially be useful for foster youth, social workers, potential adopters, foster parents, and any additional people, who work with foster youth. But it can also be useful if you are going through a hard time. The app is free and available on iOS devices at the App Store, and on Andriod devices on GooglePlay. If you would like additional features the cost is ninety nine cents. I believe this will help improve foster care and help make it an easier transition for the children.
Benefits of the foster care system include: keeping children out of abusive homes; providing stability; and cultivating secure attachments. In general, proponents of the foster care system believe it plays an essential role in providing a safe and stable environment for maltreated, neglected, and abused children (Lockwood, Friedman, & Christian, 2015). In fact, “advocates suggest that family situations that necessitate the use of the foster care system are often very complex and therefore require patience and time. They emphasize that the temporary nature of foster care is the best solution while state agencies work to achieve family reunification or otherwise resolve the family crisis” (Geraldine & Wagner, para 4, 2015).
According to the U.S. Department of Health and Human Services, every year close to 25,000 youth age out of the foster care system and are faced with cold hard realities of adulthood. This does not include the youth who leave the system, which is estimated to be another 30,000. Most adolescents anticipate their eighteenth birthday, as it brings on a new found sense of independence and most importantly a time of celebration. However when foster children reach eighteen, they begin facing the challenges of transitioning to adulthood. These children disproportionately join the ranks of the homeless, incarcerated, and unemployed. These youth are unprepared for the independent life they are forced to take on. The average age that young adults who have never experienced foster care leave their family home for good is 24, and 40% return home again at least once afterwards (Margolin, 2008). With these facts being stated, we yet expect youth who has dealt with rejection after rejection to leave “home” of the state custody permanently and fin for themselves. These youth sometimes have fewer than $250 in cash, only one-third have drivers licenses, and fewer than one-quarter have the basic tools to set up a household, let alone the skills to know what to do with the tools (Krinsky, 2010). Youth exit care with no more than a garbage bag of their belongings, finding themselves alone at the age of eighteen, with little reason to celebrate what is supposed to be an exciting milestone
With future policy and practice enhancements geared towards addressing the gap of attaining higher education for foster youth, more support programs will be implemented. Ultimately, to prevent further widening of the gap to attain higher education for foster youth, it is important to address the current existing systemic obstacles by focusing specifically on post-secondary education
According to numerous studies and research, children who have support systems at home, strong and loving relationships with parents, and educators who are willing to reach out and help a student succeed, will also have a higher rate of success in education, relationships, and overall accomplishments (Cotton, 1980). Studies from researchers at Pepperdine University in California claim a connection to middle schoolers who start algebra early and the probability of finishing college; the correlation suggested in high. With studies such as these claiming high correlation between specific caring relationships and the focus of timing on school academics, it is alarming to know that the state agencies who have full responsibility of over 400,000 children per year (Kelly, 2004) are failing drastically. Research proves that around 50% of children in foster care drop out of high school. Another 20% become homeless; living on welfare (Zetlin, Weinberg, 2010). This research proposal is a focus on the support systems that needs to build upon in the school. Research proves that children with a strong support system have a better chance for success, therefore implementing programs that support foster children individually, should greatly decrease dropout rates for this population.

Plato’s assessment was accurate, because the importance of learning enables individuals to put their potentials to optimal use. The foster care system can handicap the educational achievement of children. This handicap can follow those children beyond the scholastic world and into the professional world.
