Major Issues for the Rise of Police Officers in the U.S.
In today’s society in America, the public of civilians often frowns upon police. In some states, it is illegal for police to bargain collectively, whereas in others, it is legal but not required. Collective bargaining consists of negotiations between an employer and a group of employees so as to determine the conditions of employment to meet and confer in good faith with respect to wages, hours and other terms and conditions of employment and the execution of a written contract incorporating any written agreement reached. Federal and state statutory laws, administrative agency regulations, and judicial decisions govern collective bargaining. In areas where federal and state law overlap, state laws are preempted. Collective bargaining has three important elements: “a mutual obligation on the part of labor and management to meet, good faith bargaining on the part of both parties, and the agreement must have a written contract to formalize the event.” In the police sector, collective bargaining sounds promising to them for the reasons of hours, wages, and working conditions. Law enforcement officers have concerns over job security, job protection, social status, demands for due process, proposals for improved personnel practices and want to be more personally involved in decisions that affect them. This is why this element is an important factor in collectively bargaining. Proper subjects for bargaining extend to every matter that might affect an employee working for an employer; failure to bargain on those issues is classified as an unfair labor
This statement attempts to not only invalidate the citizens’ rights to free speech, but also to silence them under the cruelty they were facing. The Boston Strike of 1919 was largely important for American workers to achieve fair pay, implore businesses to accommodate, and correct unsafe working conditions. When there is a consistency in the hard work ethic shown by employees and a dedication to their job, a fair pay is only fit. Like other professions during the post World War I era, police officers were overworked and undercompensated. They dedicated their lives to protecting the citizens yet barely got recognition for their work.

In 1975, the New York State Police created the Division Canine Unit. Three Troopers were selected to receive the specialized training to become canine handlers. These first three Troopers were John Curry, Art Krug, and James Keogh. These Troopers were assigned to canines Crow, Miss Jicky, and Beretta respectively. These canines were purchased from the United States Army for the sum of $ 10,000.00. The canines were put into service solely as explosives detection canines in preparation for the 1980 Winter Olympic Games in Lake Placid, New York.
This system does cause line officers to have low morale because they feel their opinions and actions are not taken seriously by management. This can also be a reason why officers often seek to organize with a labor union. The ridged structure of also makes the process of bargaining difficult because the labor agreement seeks to provide officers with rights and privileges that management often seek to without except for special cases and privileged workers. The movement toward community oriented policing changed the command structure of police departments, which also gave patrol officers more authority and rights, which can be a part of the bargaining process as well (Peak, Gaines, & Glensor, 2009). Police unionization occurred rapidly during the civil rights movement and when allegations of excessive force was very high and the use of union representation in excessive force hearings or investigations can be viewed as a cover-up action by the police officers (Walker, 2008). One thing I realized after learning about police reform efforts in Chicago was that this process may have started with revolutionary ideas and passion and determination, but truly changing the police infrastructure requires stamina and the willingness to endure countless mistakes and attempt to fix them along the way. The grand idea itself, i.e. justice for those who experienced discrimination and brutality as a result of unjust policing practices, is powerful. Reformers and activists should never forget that. However, as the countless court rulings against the efforts of reformers and the repeated acquittals of policemen have shown, relying on an idea alone is not pragmatic or practical, and it is up to the activists to garner continued interest
Americans have a robust history of striking – they’ve been at it since before they were even officially Americans – but cops, charged with safeguarding the public, are generally expected to stay at work. When 80 percent of Boston police walked off the job in 1919, the profession’s first major strike, Massachusetts Governor Calvin Coolidge set an unflinching precedent for handling unruly cops: he mustered the state’s militia, restored order, and declared, “There is no right to strike against the public safety by anybody, anywhere, anytime.” Cast as a hard-line defender of law and order, Coolidge was nominated to be Vice President one year later. New York’s first police job action didn’t happen for another 50 years. In 1971, an estimated 20,000 patrolmen refused to report for duty, citing the so-called “Blue Flu.” They coordinated six sick days, while Mayor John Lindsay – apparently having Coolidge’s unyielding legacy in mind – vowed he would fire the entire police department if it came to that. The union president finally managed to get his ranks into line and call off the strike. But even once the Blue Flu had passed, many bemoaned a systemic cultural change. The Daily News
After the civil war, local politicians rewarded their supporters with jobs as police officers. The officer were not trained and there was not a standard to become an officer. The are were event when entire departments were involved in misconduct and corruption. There was not much hope in this era because there was a lack of supervision that allowed officers to behave the way that they pleased. (Walker, Samuel, and Richards, M. 1996)
During the 1960’s, police officers executed arrests and dealt with problems in a way that greatly differ from law enforcement of today. This time frame involved racial riots, women rights, civil rights and important court cases. Mapp v. Ohio was concluded in 1961, and concluded that the fourth amendment applied to state courts and not just federal. Women achieved major milestones in the 1960’s, and Civil Rights were one of the biggest topics of the times. In the criminal justice field, a law enforcement official is expected to conduct themselves in a professional manner on and off duty.

Police officers are responsible for protecting people and property. Related job titles include Sheriffs and sheriffs deputy, detectives, and state police officers. However all of these job titles have similar duties for example they are all responsible for the protection of people and property. These job titles might be very similar but they do differ in many ways. Police officers patrol the city issuing citations keeping the peace and conduct traffic stops. Sheriff 's and deputies hold practically the same duties as police officers but do so for the entire county. A state police officer could also be addressed as a state trooper. These officers usually patrol highways and issue citations and are frequently called for comprehensive law enforcement services. Detective is the title that differs from the others the most. Detectives aren 't in uniform. They investigate crime scenes and find evidence for criminal cases. Detectives conduct interviews, observe activities of suspects, and also participate in raids. Although a normal police officer does not earn as much income as related titles it is still a very demanding and dangerous job.
The neighbor calls the police due to the noise. People stagger to their cars and speed away. This is extremely dangerous because people under the influence have impaired senses. Their reaction time is slowed, so they cannot drive as well as normal. Not only is this a hazard to everyone in the car, but it is dangerous for other people on the road. If you see people driving away drunk, stay away. If it’s not too late, try to stop them safely and definitely do not get in the car with them. If it is between driving drunk or going to the police station, it is safer to go to the station. Your parents will not be as upset as they would be if you were dead.
