ALL 50 STATES SHOULD HAVE MANDATORY MOTORCYCLE HELMET LAWS
TOPIC: Mandatory motorcycle helmet laws
PURPOSE: To persuade the audience that all 50 states should enact and enforce a mandatory motorcycle helmet law.
THESIS STATEMENT: Mandatory helmet laws save lives and dollars.
INTRODUCTION
Did you know that only 19 states and the District of Columbia have laws in place that require all motorcycle riders to wear a helmet? 19!?
28 states have laws covering some riders, usually people younger than 18.
3 states (Illinois, Iowa and New Hampshire) that do not have any helmet requirements at all. I find it odd that we all are required by law to wear our seatbelts and put our children in safety

Repeatedly, the effect is the same, no or fewer laws enforcing helmet wearing means increased motorcycle rider fatalities
i. Less law requirement = less helmet wearing = more deaths
D. And that’s the very real cost to you and me fewer Dads, uncles, sons, nephews (90% of all killed are men)
Transition: But why? Why on earth would we weaken or get rid these laws when we know that they prevent deaths?
II. Lots of motorcycle riders vehemently oppose these laws
A. They are passionate and vocal. They turn out in large numbers and ride their bikes around Washington DC and state capitols. They walk the halls of legislatures and knock on doors lobbying against helmet restrictions.
B. But safety is not the point that motorcycle rights activist groups are arguing: its freedom a. The government shouldn’t tell us what to do
b. It’s so un-American it’s embarrassing
i. Freedom fighters
c. it is my personal choice to make
i. Courts have time and again stuck down this individual argument
1. Public roads
2. No insurance=Govt funded hospital bills and disability benefits

Transition: So, let’s take a quick look at the safety issue that the freedom fighters can’t refute.
III. The solution is already documented:

Many people think that to wear a helmet should a personal desition and should be not mandatory. After all, if harm is cause for not wearing a helmet, it will be a personal harm and no a general harm for society, “People have the right to chose their own poison” (Rosenstand, 255).
Specific Purpose: To persuade the audience to support the legalization of marijuana for medicinal purposes.
TRANSITION: Now that we know some key difference between brand name drugs and generic drugs, we can take a look at their prices.
An enormous division currently exists between the people who believe that automobile safety should be an option and those that feel it must be a requirement. The federal government feels the morally obligated to create the safest driving environment possible. On the other end of the spectrum, opinions exist that the average driver has ability to make the choice of safety on their own. Editorials, political assemblies, debates, and conversations have arrived on the concept of click it or ticket. This idea refers to ticketing any motor vehicle driver and passenger that is not fastened by a seat belt. Arguments have been made for both sides, and have been reviewed in multiple states.

Around 28 percent of all crashes in 2008 were caused by drivers in the age group of 18 and 29, who admitted to texting while driving. Why is wearing a seat belt a requirement and wearing a motorcycle helmet is not? In the State of Texas’ Motorcycle Operators Handbook, it states that a motorcycle accident is more likely to be a critical if the motorist is not wear a helmet. “Without a helmet, you are five times more likely to sustain a critical head injury in a crash.” (Texas Dept. of Public Safety) Both safety devices keep motorists safe and could potentially save lives. Motorcycles are much more dangerous than cars because the whole body is exposed. According to the Texas Department of Public Safety’s article, “Motorcycle Helmet Exemptions”, the state of Texas has a law in place that requires riders younger than 21 years old to wear a helmet. “Riders older than 21 years of age are exempt from wearing a helmet if they have completed a Motorcycle operations course or if they are covered by medical insurance” (“Motorcycle Helmet Exemptions”). I think there should be a law in place in Texas requiring all motorcyclists to wear helmets at all times.
In America today, HIV has token the lives of multiple individuals. The public health system and government are hindering research, care, sex education, drugs and HIV awareness to the public, which is causing the demise of humanity due to this deadly disease. Elizabeth Pisani, an independent researcher and analyst of the Ted talk, Sex, drugs and HIV-let's get rational is a fearlessly outspoken women trying to educate the public on the world-wide failure to understand and manage the reality of HIV epidemic, decrying the difficult roles that revenue, votes, and social media play in the public health organization. Pisani became an assumption busting independent researcher, polling transgendered sex workers, drug addicts and others to illuminate the surprising, and often ignored demographics that belie traditional studies. In this Ted talk, Pisani uses logos, pathos, and ethos on her audience to get the point across on the spread prevention of HIV.
