The paper by (Bird, 2013) first sets out the theory of expenditure assignment with respect to decentralizing infrastructure expenditure, and then considers how practice around the developing world appears to differ from what that theory appears to suggest. The paper suggests several ways in which theory and practice might be brought closer together. distinguish four categories in terms of the functions served by such investment: (1) Redistribution (housing, recreation, social protection), (2) Public Goods (defense, environment, order and safety, general public services), (3) Hospitals and Schools (health and education), and what they call simply (4) Infrastructure, that is traditional public works projects, of which transportation

The notion of extreme urbanization inaugurates some difficulties as different type’s challenges breakthrough in altered atmosphere. The literature review implied the trend of urbanization growth worldwide & smudges the light on present scenario of unplanned urbanization in Bangladesh, both positive and negative consequences of Urbanization on sustainable development.
Studies reveals inadequacy of infrastructural services, basic amenities and environmental goods, environmental degradation, traffic jam and accidents, violence and socio-economic insecurity are the major challenges in terms of unplanned urbanization in megacity Dhaka. The reviews suggested Dhaka as the subject of study included not only the reasons that enforce unplanned urbanization of Dhaka but also on the mega problems that megacity Dhaka is experiencing.
To develop a planned urbanized city Bangladesh Urban Planning forum (BUF), Dhaka City Corporation (DSCC, DNCC) must come up with a new urban structure to assure better quality of living to residents of Dhaka. Urban development is the social, cultural, economic and physical development of cities. The development of cities is the main topic of human geography. Urban development can be used in different ways by the researchers. It can cause the price of things to increase fast. Urban development occurs in major cities like New York City, Tokyo, Japan. Urban development started back in the earlier cities like Mesopotamia, Egypt. This spreads the culture that affect people which makes them want to go to the major cities. Over fifty percent of the earth’s population lives in urban areas. Studies show by 2045 that the number of people living in a urban area will increase.
The economic development of a country can be defined as the growth of industry, wealth, employment and the level of urbanisation. The planning and management issues that are linked to economic development, are those associated with processes such as urbanisation, suburbanisation and counter-urbanisation of cities. Gentrification is a general term for the arrival of wealthier people in an existing urban district, a related increase in rents and property values, and changes in the district’s character and culture. The word draws controversy not only in its definition and meaning but also in the impact it has among human social life. It is a practice that is of ancient origin and has withstood the challenges of evolving times and is still practiced in the contemporary world. Proposers and opponents alike of the gentrifying phenomena take advantage of the numerous myths and misconceptions that surround the practice to advance their arguments. Urban planners have rooted for the inclusion of gentrification as one of the pillars of urban growth. With better economic status- better roads, better water supply system, better healthcare, reduced criminal activities and an overall uplifting of the quality of life economically- it is hard to argue against an overall gain from gentrification. Yet with all this, it has been the source of a lot of widespread animosity between social classes. It has also been blamed for a lot of cultural values erosion with in some instances complete override of the indigenous ways of life that the original inhabitants subscribed to. Green development is an urban development approach that utilizes green infrastructural growth and is aimed at alleviating negative impacts, or ideally have a net positive impact, on the environment and nearby ecosystems.
Since the Industrialization, cities attracted large amounts of labor force from rural to urban to engage in industries, which changed the structure of cities by increasing huge population. In addition, changing the structure of cities produces lots of problems, such as traffic congestion causes more serious air pollution, and insufficient housing problem; therefore, central cities began to extend the boundaries to desire better living environment to react the problems. However, urban sprawl is not the only one answer to solve the problems, and sprawling cities worse the problems. Thus, some ideas and critiques came out to analysis and solve sprawl, such as emerging smart growth and sustainable development to achieve a better living environment. Urban sprawl is not only affect the living style, such as commuting longer distance and time between workplace and home, but also influence our economic and government decision, for example, the costs of infrastructure in suburban is higher than the maintenance fee of existing infrastructure in city core. As a result, I want to know the history about sprawling, how sprawl affect cities, and how planners and people react to sprawl.
Humans have evolved immensely throughout centuries and the trend toward urbanization is a worldwide phenomenon that impacts the environment, economy and various aspects of human life. In America before the 18th century, manufacturing was done by hand using homemade tools and basic machinery, the industrialization of America led to an increase of immigration and an influx of people drawn to cities where new economic opportunities were available. “Urbanization is the process by which town and cities are formed and become larger as more people begin living and working in central areas”. Urbanization can be seen from various sociological perspectives such as the functional perspective and the conflict perspective. Functionalist’s view “on urbanizations generally focus on the ecology of the city”. On the other hand, the “conflict perspective tends to focus on political economy”. Human ecology “is a functionalist field of study that looks at on the relationship between people and their built and natural physical environments”. A specific model that displays this is the concentric zone model, it “views a city as a series of concentric circular areas, expanding outward from the center of the city, with various “zones” invading adjacent zones”. Rapid urbanisation has caused a variety of problems, including transport congestion, lack of sufficient homes and living conditions, sanitary and health care issues, and crime. For all these problems, city planners have attempted potential solutions, each with varying degrees of success. Cities including London, Manila and Mumbai have several of the aforementioned problems, and have each tried their own potential solutions. This essay will discuss how successful these schemes have been in resolving these issues.
Someone once asked me how I felt about prejudice. “In contrast to what?”, or should I say, “shocking in all its forms.” Initially my response was puzzling. Let me explain.
Many small town dwellers and villagers had left their hometown for the cities in search of higher standard of living. This movement from rural areas to big cities is called urbanization (Boundless, 2015). As a result, urbanization is the process by which there is an increase in the number and the percentage of people living in the urban settlements and the amount of industrialization of the settlement. In Belize statistics shows that 45% of the population lives in urban areas (Population Reference Bureau, 2014). It also refers to the increase in the size of land area occupied by urban settlements such as towns and cities. Although urbanization has brought about numerous positive impacts, it also has its share of disadvantages as well. The negative impacts of urbanization shall be discussed by means of the economic, environmental and social aspect.

Cities have evolved into a more complex space inter-linked by a number of systems and planners generally have failed to read the ‘Urban Progression’ and thus cities have failed significantly in terms of the ‘Quality of Life’ of the urbanites.”
Urbanization has been constant over the last few hundred years. It continues even today and will continue with the constant increase in world population. Urbanization affects all levels of society and an accommodating urban environment is a necessity. But as humans we haven’t really been good at it. The process of urbanization can vary by country. Within the urban communities the political economy determines the existence of social classes.
In recent years Bangladesh has achieved rapid economic growth and significant progress in social development despite many other problems. The enviable GDP growth and many other social and environmental successes have gained until now. But still Dhaka is one of the least livable cities in the world. Political economy and urban planning both are complex and people and state oriented. Before discussing about the political economy of urban development process it is necessary to clear the concept of political economy and the economic system of Bangladesh.
Urbanization and urban growth are two different concepts often found in the literature of urban studies. The distinction should be noted that urbanization refers to proportion of the national population living in the urban areas, and urban growth refers to an increase in urban population size, independent of rural population (Haregewoin, 2005). In contrast, urbanization can be viewed and perceived to mean a lot of things depending on how it is used. It can be viewed as a characteristic of social and economic processes and interactions affecting both population and land. Clark (1982) defined urbanization as a spatial and social process which refers to the change of behavior and social relationships which occur in a society as a result of people living in towns and cities (Nduwayezu, 2015). Oguz (2004) argued that urbanization has been increasing since World War II, and has not shown any sign of decline and is likely to continue in to the twenty first century. Fast urbanization has led to a conversion of rural area in to built-up areas and loss of green spaces in cities. These changes in land use and land cover concern loss of agricultural, forest land and loss of vacant areas.
Hazratganj is an old shopping area in Lucknow city which is known for its historic cultural significance. In real sense, it is equivalent to Connaught place in New Delhi. The area is heart and soul of city core. In addition to old markets, it also contains several tertiary activities such as hotels, restaurants, theatres and shopping complexes. Hazratganj is considered not only as an important commercial centre but also a prominent place for social interaction. It is famous for its speciality shops, history, human life, variety of retail showrooms, and perpetual carnival type of environment.
