On 6/24/2017, at 1740 hours, at the Durango Jail (3225 W. Gibson Lane, Phoenix, AZ 85009) Inmate Bennett BK# T375249 was escorted to the Durango Medical Clinic by Officer Smith B3168 for odd behavior out of Durango 4. Inmate Bennett was seen by RN Gyle AT061 and ordered to Maricopa Integrated Health System (MIHS) located at (2601 E. Roosevelt Ave, Phoenix, AZ 85008) by PA Fischer CS245 to rule out psychosis.
Officer Mossman B3777 asked Inmate Bennett if the reason he was going to the hospital was result of a crime committed against him while in MCSO Custody. Inmate Bennett did not answer him.
Officer Ontiveros B3552 and I escorted Inmate Bennett to MIHS departing Durango Jail at 1830 hours via ambulance AMR#105.
We arrived at MIHS at 1840 hours. I again asked Inmate Bennett if the reason he was transported to MIHS was due to a crime committed against him while in MCSO custody. Inmate Bennett again did not answer.

MA3 Bernard Jennings (CVN75 SEC) had a court appearance at 1200 today for a protective order hearing. He also had two outstanding warrants for assault & batter on a family member. When he went to court (escorted by MAC Powers), he was taken into custody for the warrants. The court was unable to inform MAC Powers how long he would be in jail or any details on his arrest. On 7/31/15 at approximately 1947 hours I was assigned to Tower 14 at the Lower Buckeye jail located at the address listed above. Officer Mora B3172 who was assigned as the Tower 13 control officer called one core to notify the floor officers that multiple inmates were arguing and could escalate into a fight.
The court must listen to the evidence received by two doctors and their evidence must satisfy the court that the offender is suffering from a mental illness as described under the definition above and that their detention is appropriate for medical treatment to take place. They must also assert the court that appropriate medical treatment is available for the offender and when considering to imposing the above order the courts must also take into consideration the offenders history and character; any other relevant circumstances and any other alternative methods that could be imposed. All other avenues must also be explored before the court makes its final decision. the evidence given by the doctors must ascertain the court that hospitalisation is the most beneficial course of action to take in this offenders case (MHLO, 2010)
Prisons and jails have become America’s largest provider for mental health services. The Harris County Jail treats more individuals with mental health issues on a daily basis than our state 's 10 psychiatric hospitals combined (Texas Observer). Law enforcement authorities are not meant to care for those who are mentally ill and often lack the resources and expertise to do so. We desperately need to reduce the number of people with mental illness in jails by providing this often overlooked population the mental health services they deserve.
