Foster Care In America

The life for a child in foster care is much different than any other child’s. While growing up children look up to their father or mother. They aspire to be like them and follow in their footsteps. For the children placed in foster care all they see is that their parents could not take care of them. They will not have the memoires of growing up with their family, but instead memories of the different homes they have been transferred too. Foster parents love and care for all of the children that come into their homes, but it’s hard for the children to accept someone who moves in and out of their lives.

Many children prefer to live with their parents, so they always think the foster care system is the bad guy. Living with strangers is bad enough for them but to add on some foster homes are abusive. Foster Care goes all the way back to the Old Testament, which the churches require widows to care for orphaned children (“Care” 1). It would be a miracle that someone would treat the children like their own. Many foster homes are abusive just like the one Ashley had. Year after year, the increase of foster families is due to drugs, abuse, economy, financial, and psychological problems (“Care” 1). In this society, there are many problems that lead children to have the feeling of worthlessness. It is really sad how many children are in families of irresponsible parents. Child abuse occurs when a parent or caretaker physically, emotionally, or sexually mistreats or neglects a child resulting in the physical, emotional, sexual harm, exploitation, or imminent risk (“Care” 1). It is disgusting how people would do this stuff to kids. These people have no heart and should be punished. Not everyone gets punished, but when the time comes, they will get what they deserve. Ashley’s book shows how her difficulties in foster homes were troubling. Many professional readers enjoy reading about her hard times.

In the United States 21% of all children are living below the federal poverty line. 2.9 million cases of child abuse and neglect are reported every year in the United States. 428,000 children are in the foster care system, and 107,918 foster children are waiting to be adopted. The foster care system is temporary out of home care for neglected, abused and impoverish children under 18. While the foster care system has all positive ideas, they fall short in providing certain needs for these children. Kids not only in America but all over the world that are living in poverty, are abused, neglected, and have an unstable home life. Nobody wants to live a life like that, especially not a child. They don’t know how to support themselves on their own, they need a family and a guardian that will take care of them, support, and love them.

In todays’ society many Americans never think about our foster care system. Foster care is when a child is temporarily placed with another family. This child may have been abused, neglected, or may be a child who is dependent and can survive on their own but needs a place to stay. Normally the child parents are sick, alcohol or drug abusers, or may even be homeless themselves. We have forgotten about the thousands of children who are without families and living in foster homes. Many do not even know how foster care came about. The Foster Care System with the kids who are in it is a massive social issue that America is facing today. There are more than 640,000 foster children in the United States every year. There are 23,000 foster children living in group homes at one time. There are 32,000 who live in institutions, and twenty-seven states do not meet federal abuse and neglect standards. (Attention) Personally, I am a foster sister, because my family currently fosters. Therefore, we see the issues and needs of fostering, daily. The outlook for children in foster care in the U.S. is cause for alarm (Zetlin, MacLeod, & Kimm, 2012). Foster youth, otherwise known as youth who are ward of the court, are one of the most at risk populations in areas such as physical and emotional health, juvenile delinquencies and educational achievement. This is primarily due to factors such as disruptive a history of abuse, school changes, social stigma and isolation, lack of educational supports, disproportionately high rates of special education services, and exclusionary disciplinary actions (Gallegos & White, 2013). Specific to education, foster youth are twice as likely to be suspended and almost four times as likely to be expelled on a national scale (Courtney, Terao, & Bost, 2004). Additionally, approximately 30-50% of children in care qualify for special education compared with 11.5% children not in foster care (Zetlin, MacLeod, & Kimm, 2012).

Foster care is a multifaceted service. It serves children who have experienced abuse or neglect at the hands of their birthparents and families, and their foster parents. Children in foster care may live with unrelated foster parents, with relatives, with families who plan to adopt them, or in group homes or residential treatment centers. Foster care was designed to intervene on behalf of the children during their time of crisis, with hope of reuniting the children with their families in a safe, stable and loving environment. In today’s society Fostering Children has become a form of employment, and too many Foster Parents consider fostering to be nothing more than just a job. Agencies are considering the hiring process as an urgency to match staff with cliental; considering families as just another case to fill their homes and keep their agencies up and running instead of taking time to match families according to the needs of the children and qualifications of the foster parents.

The foster care system in America negatively affects the lives of adolescents in the system mentally and physically. On any given day there are over 428,000 children in foster care and more than 20,000 kids age out of foster care with no permanent family; therefore, they are being left behind socially, educationally, mentally, and under developed for the real world. Foster care first started in the nineteen hundreds when Charles Loring Brace created the “Children’s Aid Society” in New York. Then later on the 1900’s, social agencies started to supervise and pay the foster children’s sponsors. However, back in foster care’s history and still today, the kids in the system experince abuse and become mentally unstable. One out of five kids

Unfortunately, there will always be kids who get abused and neglected, and there will always be people who live in poverty, but this issue can be improved. First, we need more educational training for foster parents, as well as educating the public about the foster care system. There needs to be more funding for foster care so that children have an opportunity to have an education, and foster parents have the right resources for their foster children. Children placed in foster care have been abused and neglected by their loved ones, and instead of helping the kids mend the broken family, foster care services pull them apart by sending the kids to foster home after foster home. Foster care was meant to help and protect children from abuse and neglect that they were receiving at home, yet there are problems with the foster care system. When an adolescent comes into for therapy there is really never an easy task of finding out what is going on. Adolescent that come in who are part of the foster care system will add another degree of challenges. Children and adolescents that are put into the foster care system are not there because they choose to be, they are there due to some event in their life putting them there.

Helping these vulnerable children access the services, interaction, and the stability needed for them to grow-up to being successful members of society can be provided with foster placement. If the process is well planned and if the foster parents are given adequate support, the foster care system can be a valuable resource for abused and neglected children (Crosson-Tower, 2014, p. 321).

Everywhere across the world, more and more children are being placed into foster care or a welfare type system. Foster care can benefit children or harm them; the effects of foster care differ for every individual. These types of systems often have a major effect on young children’s physiological state. Children entering in foster care are often malnourished and have untreated health problems. A high percentage of children who are placed in these types of systems have mental health, physical health, and/or developmental issue which often originates while the individuals are still in the custody of the biological parents. Children in foster care should be provided with a healthy and nurturing environment which often provides positive long term results. The age of children in a foster care varies across the world, but it is often seen that majority of these children are young (George para. 1). There are more young children in the system because younger children require more adequate care than older children that are already in the system. Placing these children in welfare systems is supposed to be a healing process for them. Although this is supposed to be a healing process, statistics say these children have a negative experience while being in these systems, but this is not always the case. A number of children in foster care fall sucker to continuous neglect and recurrent abuse with the lack of nurturing and an unstable environment. These same children often have unmet

Imagine growing up without a family, moving constantly and never having a permanent home. Envision being taken away from an abusive parent and left to survive in foster care for an undefined period of time. Think about lingering within the system for years and suddenly loosing any kind of aid at the age of eighteen. This is a reality for thousands of children in America’s foster care system. There are kids that are searching for a home and family -- and many of them never get one. These youths are all hoping and wishing for a permanent place to go back to. The number of children aging out of the foster care system annually is a serious problem because many children leave foster care without support and suffer consequences in their adult life that could have been avoided if they had been adopted.
