Mother of five, Cynthia, has a steady job at a nursing home as well as a supportive husband yet struggles to feed her family on a daily basis. Like many other Americans she does not qualify for government assistance because she makes too much; in her case thirty eight dollars too much. In cases like Cynthia’s, options seem incredibly limited and there is often no assistance for feeding her family (abcnews). Over 12 million children under the age of eighteen in the United States are food insecure. Meaning they are unable to consistently access adequate amounts of nutritious food necessary for a healthy life. More than three million children under the age of five are food insecure (Insecurity2012).

Hungry children are sick more often and more likely to visit the hospital and these costs result in higher health insurance rates and taxes. Health problems also carry into adulthood, which leads to additional health care costs, absenteeism, and poor performance at work. Hungry children experience lower academic achievement and have social and behavioral problems that carry over into the workforce. As a result, America's workforce is less competitive and less productive. Since the nation's growth depends on the health of America's children, eliminating child hunger should be a priority. For most Americans, the word poverty means insufficient access to to housing, clothing and nutritious food that meet their needs for a healthy life. A consequence of poverty is a low socioeconomic status that leads to being exposed to poor nutrition. Since food and dietary choices are influenced by income, poverty and nutrition go hand in hand. The purpose of this paper is to analyze the federal Healthy, Hungry-Free, Kids Act 2010 (Public Law: 111-296), provide an overview of the literature, discuss the implementation process, evaluate the policy, and provide explanations for continued support, or provide rationale on why the program should end. In the United States, there is a substantial number of children that live below the federal poverty line and even more that live below twice the poverty line (Jackson, 2014). According to Jackson (2014), poverty and food insecurity are undeniably related and these children living below the federal poverty line are at risk for varying negative effects, such as delayed cognitive development and medical problems, that hunger can cause. It was difficult to read that countless millions of federal dollars and many of our country's most successful efforts to halt the spread of childhood hunger and starvation have recently been withdrawn. And as a result, this problem of childhood hunger is not getting better but is actually getting worse. The most recent estimates compiled by the USDA in 1999 indicate that 36.2 million Americans live in food-insecure households, which means that their access to adequate and safe food is limited or uncertain. This too is very disturbing information.
No Kid Hungry educated school based leaders, elected and business leaders, community groups and private citizens about the prevalence of childhood hunger while at the same time connecting eligible students and families with services. They encourage the use of the school lunch program, but focus efforts on lesser utilized programs such as those that provide nutritious meals afterschool, during the summer and for breakfast. No Kid Hungry also supports schools and school systems in establishing and maintaining hunger prevention programs and, “implementing solutions that break down the barriers that keep kids from healthy food,” (NCHNC, 2016).
So, why do fifteen million children in America face hunger every day? How does this happen? Many people are on food stamps, and they can be extremely helpful, but it is difficult to feed family with them. More often than not, unhealthy, processed foods are a lot less expensive than nutritious, organic food, and because of this issue, many people on food stamps reach for less expensive junk food. The 2015 Statistical Analysis Poverty Level Data report shows in the United States, there was an increase in which families’ are able to provide food per person within their household. After the devastating financial and economic crisis in 2008, families have been in financial detriment for years trying to maintain consistency in providing food, support, and shelter. Not until the government 2015 report, there were clear evidence of a sufficient rise in food surplus in low income families since 2008. According to the governmental statistical report, 14% of households were suffering from food deficiency. In other words, 17.5 million households, approximate one out of every seven homes could not provide nourishment on a regular basis. This estimate is down from the last statistical data recorded in 2011 at 14.9%.
