Since its inception, policing has changed in scope and strategy with an emphasis on improving and adopting best practices. From departmental policies to tactics, diversity, and technology, the evolution of policing continues to mature. A critical aspect of this progression has been the structure and support of a department’s internal affairs department. This along with the selection of qualified and resourceful leaders promotes the best opportunity for organizational growth. I have been a law enforcement officer for the past 14 years. I began my career in a Philadelphia, Pennsylvania suburb with the Lower Merion Township Police Department. For the last 11 years as a Trooper, I have been fortunate to have contributed to a variety of assignments.
The factors in which I believe are the most important in policing is nature of the crime is when the police officer will report depending on how serious the crime is. When the crime is more serious the police will make a formal report. The reports involve misdemeanors, lesser felonies, and petty offenses in which the police will make an informal report. ( Bohm & Haley, 2014).
Change can be scary for many people. However, change is essential for law enforcement agencies to adapt to the evolving world. When I think of issues concerning the police force, one of the first things that comes to mind is the distrust between police and the community. Another topic of concern deals with issues of racism. The media seems to constantly have a story concerning a police officer and a suspect of a minority. If I were a police chief, these would be the issues I tried to correct first. In order to correct these issues, I would focus on education and training of the police force. I believe that by focusing on these two aspects the most, legal risk can be minimized and public trust can be raised.
Problem-oriented policing (POP) simply aim at solving issue/problem within the community. It aim is to solve problems of disorder within the community and to decrease fear of crime as well as crime itself. The present of police in a community somewhat contribute to less crime/ incidents exiting which would prompt citizens to call the police. Where as traditional policing is/was mainly reactive in nature. That is, police patrol the streets during their shift and react to what crimes and/or infractions are being committed. They also, of course, respond to dispatch calls of crimes in progress. Crime prevention is achieved through mere police presence. Many law enforcement agencies across the country have historically utilized policies and procedures that result in hiring police personnel who are unable to provide effective policing in the communities in which they work. Literature reviews have identified correctable flaws based on multi-case research and data collection input. The San Jose, California Police Department, and law enforcement and community stakeholders were asked specific questions regarding their insight as to what they think are the problems that hinder their Department of Human Resources from hiring suitable personnel. The police force is an institution founded upon excellent morals and an unbreakable foundation. Acting as an enforcement agency for the rules of the land is not something easily accomplished. Law enforcement agents are upstanding citizens with a lot of dedication to maintaining the peace within a community as to provide a safe environment for townsfolk to live in. I wish to model myself upon the principles of such a distinguished institution that houses some of the most respectable people in the world.
In today’s society in America, the public of civilians often frowns upon police. In some states, it is illegal for police to bargain collectively, whereas in others, it is legal but not required. Collective bargaining consists of negotiations between an employer and a group of employees so as to determine the conditions of employment to meet and confer in good faith with respect to wages, hours and other terms and conditions of employment and the execution of a written contract incorporating any written agreement reached. Federal and state statutory laws, administrative agency regulations, and judicial decisions govern collective bargaining. In areas where federal and state law overlap, state laws are preempted. Collective bargaining has three important elements: “a mutual obligation on the part of labor and management to meet, good faith bargaining on the part of both parties, and the agreement must have a written contract to formalize the event.”
The main components of community policing are Community Partnership, Problem solving, and Change Management ( Bohm and Haley, 2011). Establishing community partnerships are critical for many reasons. Developing trust in citizens assists law enforcement to have access to information that may not be available otherwise. Providing residents information on neighborhood watch groups, how to better secure their homes are just a few opportunities available.
An accepted definition of community policing never developed during its formative stage (Eck & Rosenbaum,1994). However, there are assessments of components of community policing that warrant notice. The four empirical assessments measure the impact of community policing. There are four but only one was found to have an impact on crime rates. The Bureau of Justice Statistics measures the extent of community policing. These assessments showed some changes in robbery and homicide rates. Other efforts included things such as evaluating single site communities partnership which yielded no effect from community policing. These efforts included things like neighborhood watch and also "soft" efforts included Easter parties, cyber cafe, and parenting
Throughout the semester with the help of the community policing class I was able to hear from several presenters provided the class information about their jobs, how they got to where they are and what is expected of them. Some of the presenters included the several police officers from distinct departments from Merced, Modesto, Turlock, all with different ranks varying from sergeant to chief of police. The officers detailed the hiring process within their department and what character traits an individual must possess in order to get hired. Another presenter spoke about programs aimed at helping the elder, and another regarding the hiring process a correctional officer must go through and the programs offered to get an individual accustomed
A lot of police point to walking beats, bike cops, or “community police teams” as evidence of their commitment to community policing. They’ve defined the concept, if not cosmetically and, to make matters worse, they’ve done so unilaterally. And that is not community policing. It is the citizens policing themselves, organized help from all members of their local police department, as well as other criminal justice and government agencies, neighborhood businesses, and community based organizations. I’m a fan of the practice of citizens patrolling their own streets. I’m not talking about Zimmerman–like people, but rather everyday people dedicated to making their streets to the schools and workplaces, churches, temples, daycare facilities, parks
Individuals of the law enforcement community have always been on the lookout for improved strategies in the fight against crime. According to Patterson, “calls to change the way the way the police operate have been a constant theme from the very beginning of municipal policing” (Patterson). In the fight against crime, there have always been areas in which law enforcement organizations wish to strengthen.
Problem-oriented policing presents an alternative approach to policing that has gained attention in recent years among many police agencies. Problem-oriented policing grew out of twenty years of research into police practices, and differs from traditional policing strategies in four significant ways.
Over the seven past weeks I had the opportunity to expand my knowledge in different topics regarding policing. In my opinion policing seems to be a great career but at the same time a very challenging one. Police officers have to follow certain codes and rules that many times put them in a very difficult situation. Doing this exercise I learned that police officers go through different issues during their career that have a great impact in the way that they behave. Police suicide is one topic that is very sensitive in the law enforcement. I learned that most of the time they committed suicide because they prefer not to talk about what they are experiencing in order to maintain their image in front of other officers as strong and invulnerable.
This paper will inform you of how my agency has all kinds of policies but none to prevent the things like stress, depression, alcoholism, drug abuse and post-traumatic stress. I will show that we have policy to prevent employees from doing some of the items during work but no one at home. The agency I am the Chief Of Police at is very small and we are all like one big family. It takes all of us to get the job done and everyone has to be pulling their weight. Some of these topics there is no way for an employer to know if they are having trouble with any of these problems without making them go to the doctor and hoping they are honest. In this profession all police think they are invincible and that they don’t have the problem everyone else does. If we could get all officers to tell us when they were having trouble instead of trying to hide the problems I think it would slow down divorce and suicide.
