Before explaining the roles or duties of Chief information officer, the actual meaning or elaboration of whom a Chief information officer is required. A chief information officer can be identified as the officer that ranks the highest in the department of the IT resources. He is the senior most executive when it comes to the computer systems of a corporation, utilized to meet the set organizational objective. CIO reports directly to the CFO or the COO.

There are five functions that mainly describe and determine the basic duties of any management within an organization. These functions include planning, leading, coordinating, controlling and organizing. These functions however are not only relevant for the management for the corporation. They also determine the context of the duties for the It management with the organization.
An IT manager is responsible to set goals for the It department, these would be the alignment of the business goals and objectives it the It resources. The IT management will decide what resources they will utilize to create value and how they will be implemented and integrated. This is the planning phase of the It Management ("IT Research, Magic Quadrants, Hype Cycles | Gartner”). The IT management will lead the It team and will select and implement the required information as well as communication
