In the past few decades there has be an increasing amount of children placed in the foster care system. With the amount of rising teen pregnancies and maternal drug abuse means increasing numbers of infants abandoned at birth. There have been many cases of child abuse or neglect that have been on the rise. State and local agencies are unable to suitably supervise foster homes or arrange adoptions. Statistics show that many children will spend most of their childhood and teenage years in the foster care system, which has shown to leave emotional scars on the child. Today, Child Welfare groups are looking for federal funding and legislation to increase programs and services aimed at keeping families together.

In this article, the author shows that the longer children are staying in foster care, the chances of them moving back to something permanent living is very small. He explains that the age of the child really puts a toll on when they will be leaving. Once they reach the legal age, they age out and are to find a permanent place to stay. The chances of this not happening is very slim, considering over 70% of twelve-year-olds deal with this situation. The number of children in the foster care system continues to increase. While the foster care system is essential in helping abused, abandoned, and neglected children, many children remain in foster care for long periods of time when family reunification or adoption is planned. Court delays can often extend the time between when children enter the foster care system and when they are placed into permanent homes. Significant differences exist in the quality of care and outcomes for children depending on their race and ethnicity. The percentage of children of color in the foster care system is larger than the percentage of children of color among the general U.S. population. However, the occurrence of child abuse and neglect is at about the same rate in all racial/ethnic groups.

Every year in the United States, hundreds of children and adolescents are taken from their parents and primary caregivers and placed in out-of-home care situations due to issues in their homes and family lives which contribute to unsafe living conditions. These children and adolescents often face many health, behavioral, developmental, and psychological issues.

The foster care system exists in order to enhance the lives of children whose parents were deceased rather than because of abuse today. Our outlook, principles, and ways of being concern for and protecting abused or neglected children and looking after families has shifted greatly throughout history. In this paper I will discuss and inform the readers on the three main components. The first part will discuss the foundation and growth of the foster care system as time pass. Secondly, describe the contemporary state of the system within the United States, including pertinent statistics. Lastly, considering future guidelines intended for the system, including ways in which the system can progress throughout the time.

The research topic Foster Care is the topic that has been proclaimed. The research question begins with, “What are some of the challenges facing the placement, and adjustment of Foster Care in the Valley?” This study is important because there are several challenges that are difficult for a Foster child facing being in Foster care. Since the 1970’s, many debates and arguments have formed over the problems in the Florida foster care system. Some of the arguments were made as to whether different races should become foster families or whether or not is was suitable for gay couples to foster children. Another issue that arose was the children with special needs or older children that people didn’t want. As the foster system grew, it began to experience setbacks. There were now more children needing homes than available homes. The foster care system became full of problems. Foster parents started to complain about not having an adequate support system. The children were not receiving the medical treatments they needed. And foster children were staying in the system so long that some were aging out. Those that age out a were not receiving any support or training to cope with adult life. There was also a shortage in funding. In addition, there had become an alarming number of child abuse and neglect cases within the foster families. Although some aspects of foster care have improved, some changes still need to be made.

One of the greatest challenges for child welfare workers for years has been how to serve the unique needs of the older youth in foster care and of those who have “aged out” of foster care. The term “aging out” refers to youth that are forced to exit foster care at the age of 18 because they have reached age- defined adulthood (NASW Press, 2015). The Fostering Connections to Success and Increasing Adoptions Act of 2008 attempts to meet those needs by providing states with the option to support youth who are transitioning from foster care to adulthood. The Fostering Connections to Success and Increasing Adoptions Act of 2008 is a child welfare bill that was designed to achieve greater permanence and improve the well-being of children served by child welfare agencies (Stoltzfus, 2008).

When an adolescent comes into for therapy there is really never an easy task of finding out what is going on. Adolescent that come in who are part of the foster care system will add another degree of challenges. Children and adolescents that are put into the foster care system are not there because they choose to be, they are there due to some event in their life putting them there.

The Foster Care System with the kids who are in it is a massive social issue that America is facing today. There are more than 640,000 foster children in the United States every year. There are 23,000 foster children living in group homes at one time. There are 32,000 who live in institutions, and twenty-seven states do not meet federal abuse and neglect standards. Since the 1990’s approximately 8-10 million children in the US alone are raised in a Lesbian, Gay, Bisexual, or Transgender (LGBT) household. Same-Sex Adoption is controversial because many people throughout the world are against LGBT adoption; but when faced with the number of kids who pray everyday for someone out there wanting to be the parent of a foster child, it is difficult to understand why the topic of gay adoption is controversial. Yes, there can be a bad outcome but there can also be a very good outcome of these kinds of adoptions. The LGBT Adoption situation can be fixed by allowing any adult or parent to adopt a child if they have the right living environment or the knowledge and skills that it takes to raise a kid in the proper way. But social workers have reservations on considering gay adoptive parents because they are fearful of how the parents will treat and raise the children and how they will grow up feeling. People who oppose same sex marriage, including U.S. elected officials, have argued that a child raised by a LGBT parent will need additional emotional support or will face social challenges compared to children with heterosexual parents (Borreli). Although many people believe that LGBT parents shouldn’t be allowed to adopt because it affects the child, LGBT parents should be allowed to adopt because many kids need a place to call home or someone they can call family, they need someone in a similar situation that they can talk
