One problem that cities are encountering is the decay of inner city areas that are forming “slums”. City planners have been attempting to mend this problem by spending money on new low-income housing projects and developments. This tactic does not fix the problem of high crime rates and low levels of education because these people stay in the same area just in slightly better housing and still without proper education and opportunities.
