Concept used:

To draw a stem-and-leaf plot, first write the leaves next to their stems for the given data and then order the leaves from least to greatest. In a number of the form ‘ab’, the leaf stem is a and the leaf is b.

Calculation:

In order to find the number of dogs in the dog shelter, note that the count of leaves represent the number of data points. So, the number of dogs is given by the count of leaves in the given stem-and-leaf plot.

Note that there are 23 leaves in the given plot, so the number of dogs in the shelter is 23.
