If an analyst can control the specifications of the treatments and the assigning methods to the treatments, then it is a designed experiment.
Observational experiment:
If an analyst cannot control the response but can simply observe the treatment, then it is an observational experiment.
Thus, for designed experiment, the researcher can control the source of variation that might affect the experiment. For observational experiment, the researcher can only observe the characteristics.
