In the presence of the glucose the lac operon is not active. The gene would be sitched off due to the binding of the repressor.
In the absence of the glucose and presence of the lactose, the lac operon would be activated and produce the enzyme to digest lactose in a high amount. The lactose act as an inducer.
In the absence of the glucose, the cAMP levels are high and this activated the CAP (catabolite activator protein). CAP-cAMP bind to the lac operon which causes the production of the enzyme from the lac operon.
