Overview of the given passage:
The whole passage is about workflow problems. It takes either efficiency or effectiveness into account. Efficiency is nothing but getting high value when manipulating the ratio of cost to value. A knowledgeable person who has a business mind fixes the workflow problems.
Classroom assignment problem:
The university contains two types of professors, old-fashioned, who does not uses audiovisual display which taking lecture, and some professors who uses those properties but their classrooms are provided with poor quality displays.
Solving the problem:
The problem can be fixed in any one of the three mentioned ways.

- Allocating the classrooms with the help of metadata produced from audiovisual system.
