Explanation of Solution

The sample consist of people who called the newspaper’s Express yourself opinion line. Only people who tend to have the strongest opinions tend to voluntary make such a call. Most of the people who complain against the one-way streets will do so because they hope that it will change when they report it and thus the people who are against the one-way streets are more likely over represented.

The people in favor of one-way streets are then under represented and thus we expect the population proportion to be larger than the sample proportion 1498 .
