The velocities of the cars are not equal since their direction of motion are different.

Explanation of Solution

Velocity is a vector quantity. It have both magnitude and direction. If two objects are said to be moving with same velocity, they must have same speed (magnitude of velocity) and they must be moving in the same direction.

In the given situation, one car is moving at 40km/h towards east and the other car is moving at 40km/h towards north. Even though both the cars are moving with same speed, their direction of motion are different. Therefore, the velocities of the cars are not equal.
