In 1987, the California Department of Motor Vehicles (DMV) embarked on a major project to revitalize their drivers license and registration application process. By 1993, after $45 million dollars had already been spent, the project was cancelled.
According to a special report issued by DMV, the primary reason for redeveloping this application was the adoption new technology. They publicly stated: "The specific objective of the 1987 project was to use modern technology to support the DMV mission and sustain its growth by strategically positioning the DMV data processing environment to rapidly respond to change."
