Interpretation:

A substance has a fluorescence quantum yield of ${\text{Φ}}_{\text{F,0}}\text{=}\text{0}\text{.16}$.  In an experiment measure the fluorescence lifetime of this substance, it was observed that the fluorescence emission decayed with a half-life of $\text{1}\text{.5}\text{ns}$.  The fluorescence rate constant of this substance has to be measured.
