Introduction

There are several reasons that voter turnout is very low in the United States, and with some exceptions it has been declining since 1960. First, voter registration is not automatic. Second, people with higher education levels vote more often while those with less educational achievement are less likely to vote. Third, winner-take all elections prevent the success of third parties, causing many people to become disillusioned with the two main parties and opt not to vote at all. Finally, some people are disenfranchised by voter ID laws.
