The charge flow is same as the movement of the charge per unit time between different positions in the metal. The charge flow takes place between various positions due to external factors at different positions. The external factor is called potential. The difference in the potential between different positions is called potential difference or voltage.

The charge flow takes place through the circuit because the charge passes from every position between different positions. The voltage is applied at the ends of the different positions, so the voltage flow takes place across the circuit.
