R/S nomenclature are used for the assigning the configuration to chiral center present in the molecule. 

According to R/S nomenclature rule the priority 1, 2, 3 and 4 are given to directly attached atoms to the chiral center is based on the atomic number. Higher is the atomic number higher i.e. 1 priority is given to that atom and lowest priority 4 is given to that atom having lower atomic number.
